So why don't the Chinese get into the ammo business, their workers make a fraction of those working at Federal...they're making everything else from toys to washing machines.

There's an executive order in place banning importation of arms and munitions from China's largest manufacturer, Norinco... it would likely be high risk to put forth the infrastructure investment to wind up a mass .22 LR ammo production outfit only to have a current/future US administration expand the importation ban, killing their only significant export partner.
