Permits to purchase are issued by the city police department

Usually true if you live in the city limits that has a police department.
If you are rural, then the permit to purchase is issued by your county sheriff.

Local PD's have varying degrees of immediate access to criminal history information needed to process PTP and PTC applications.

Small rural PD's that are not staffed 24/7/365, and/or do not have their own dispatch center, probably have the county sheriff handle the PTP & PTC applications for their jurisdiction.

If you must know, just call and ask them ;)

Explain how this is so. How can one dept. have less access than another?

Small rural PD's that are not staffed 24/7/365, and/or do not have their own dispatch center


This part of your post implies that they don't have time. I've lived, played, worked and hunted in rural jurisdictions most of my life. I can assure you that they have plenty of time on their hands.

Small PD's w/o their own dispatch centers do not run their own criminal histories. They have to go through the county Sheriff or another agency that has the proper BCA terminal for access to that info.

"Time on hand" has nothing to do with it and I did not mean to imply that.
Usually, If the PD has officers and their own dispatch center that operates 24/7/365, they likely also have a full access BCA terminal, and they may handle their own PTP and PTC applications. Or they might have the Sheriff handle them.

Again, If you need to know, just call your local PD and ask, "Do I submit my PTP / PTC application to you, or the Sheriff?"
You can then also ask them just exactly what they are doing with all that time on their hands :twisted:

I think this information is a bit dated.

I worked at one of these small departments a little over 20 years ago and we did the PTP investigations ourselves. We had access to the BCA data banks through a terminal in our office as did most other departments. As I was leaving MDTs were being installed in the Reserve cars so we could access that info while in our cars. Before that we contacted the County clerk via a separate radio and they sent over info via teletype to the squad. Since then access has been made even easier.

As for not having their own dispatch, most departments in Hennipen County are dispatched by the county and not their own dispatchers. The only cities with their own dispatchers are Bloomington, Edina, Minnetonka, Eden Prairie, and St Louis Park (I think). Richfield has their own dispatch until Dec 1 when they merge with Edina. The rest of the state pretty much falls into the same category with the vast majority of cities with their own police departments being dispatched by their respective county.

As for PTP, that is up to the jurisdiction having authority to issue. Even the small 2 man department I lived under issued their own purchase permits. In this day and age there is no reason any department cannot access the BCA data base, after all their job depends on it.

I will post here since I don't want to make my own thread.

Is it possible to file for a permit before I turn 21? I got my certificate last week and I know it can take a while for them to reply so it would be nice to get in all the paper work a week or two before my birthday hits.

Law says that you must be 21 to apply and I doubt the sheriff department will process before that. You can try, but I bet you get turned away.

That's what I was getting at. I know it to be true... I just don't have the pedigree to claim it as an unreferenced fact. My original point was that a local police chief "refused". Not that he couldn't.

Thank you all for the replies. Yes I was confused that the ptp comes from the police and ptc comes from the sheriffs office. Thanks for clarifying that up. For the one who asked, I bought a new XD9 from ThunderJohn about 2 weeks ago, so that's all ready to go. I'm taking a class I found on here on Black Friday and will submit my ptc app on Monday. :D
