IMO he secured it good enough it's in a locked locker in his bag, if someone manages to get in the locker and find the gun that's on them. Don't mess with other people property.

Not locked in the bag. Only lock would be the key code to access the room, which lots of people know (including some under the age of 18). It is not a place I feel safe leaving valuables or a gun. I was glad to hear from him that it was a mistake on his part and that he does not plan on doing it in the future.
