Beaverbrook does allow steel targets, just have to place them up against the berm and they should be rated safe for the caliber your shooting them with.

You can shoot them any time from 9 am till dusk 365 days a year unless the ranges are being used for an event or training classes.

Saw some guys shooting steel targets at Horse and Hunt on the short part of the rifle range when a friend brought me there.
