I believe it's still possible to possess a SBR in a firearms trust without a local LEO sign off(There have been rumblings about this changing).
There have been some very informative posts about trusts as they relate to firearms/ SBRs.

This might help: http://tinyurl.com/m7vua2m

In answer to your original question, I have no definite answer, but I think it's safe to assume the obvious.

I got mine signed back in January and it was a harder experience than it needed to be, but they got the papers back to me two days later. Go to Room 2A of the old courthouse downtown, 300 South 4th St, between 10am and 2pm, and ask for Officer Reid Brown. I forgot the name of the Lt. who actually signs the papers, but Brown can deliver them to her. The rest of the people in the licensing office are kind of clueless with this stuff. Call in advance to make sure someone is actually there.

The fingerprints are another matter. They only do them from 8-10am on certain days and charge $20 per card, so you'll need to bring $40 cash.

Lakeville PD charges non Lakeville residents $25 for civil applicant fingerprints and will print you off 2 cards if you ask for 2. Their fingerprint times are Tuesday's noon to 3, Fridays noon to 3 and Saturdays 9-noon

For anyone else who may have been confused, as I was, this is the Bureau of Criminal Apprehension in St Paul. https://dps.mn.gov/divisions/bca/Pages/ ... nting.aspx

Good to know about the BCA fingerprinting service.
Cheaper, better hours, and more convenient than driving downtown to the Sheriff's Station.

That's where I went to get my prints done for my AZ permit (back when I lived in the People's Republik of St. Paul).

I'm so glad my local chief and police department provides free fingerprinting as a service to the citizens of their town. That's how it should be in my world, since we are already paying their salaries to begin with and let's face it, if we are getting printed to own NFA stuff, we aren't exactly a drain on police resources on a day to day basis.
