Have you thought about checking with the MN DNR regarding range use and laws?

Google Minnesota DNR Outdoor Shooting ranges, the 4th link down is a PDF on range construction that might prove to be beneficial.

While they are focused on helping with public ranges, they might also be able to give you info on other things to consider in terms of laws, admin codes, etc that are beyond the county's zoning or Sheriff's Office jurisdiction of criminal law.

That's an interesting document and my buddy and I are using it to modify the berms. As to advice, they just refer you to county zoning or Sheriff. We already know what the law is. Best info probably came from his insurance company. They basically said they don't care as long as the range is in no way a commercial venture.

Across the river here, our DNR has a bunch of admin codes regarding firearms that sneak up on us, plus the various state laws, so it's a good thing if they're pretty much leaving it up to you and the insurance companies.
