Or maybe they are just not complying.

I called the Chief at about 8:30. He wasn't in yet, office said he would call me back.
I called again at 11:30, he was in a meeting.
I then called the city attorney and left a message.
I went to the fourth district court and got forms to request a civil hearing.
At about 1:00 the chief called and told me my permit was ready to pick up, said that Human Services had gotten back to them. I now have my permit in hand.

I was expecting that, but in the mail today was a letter saying I had to come to the PD and show an ID to pick up the permit. Is that normal and expected? Kind of a pain in the ass if you ask me.

Umm yeah, usually they just mail the permit to you. I know some people have had them delivered by cops out on their regular patrol.
Are you saying they sent you a 42¢ letter to tell you to come pick up your permit when they could have just put the little paper card in that same damned envelope?

That's exactly what happened.
Sent a letter telling me it was ready to come pick up and that I had to bring along an ID.
