Why doesn't Minnesota accept the Florida license?

Why doesn't Minnesota accept the Florida license? The states seem very similar in their requirements to receive a permit to carry.

It is an exception, they don't accept it.

I'm not a Florida instructor, so I might not be 100% accurate, but my understanding is that there are at least 2 things about Florida's carry law that are substantially different from Minnesota's:

1) Almost any Firearm class satisfies the Florida training requirement. In MN, it must be a class that complies with the BCAs training requirements, which includes a section on carry law and use of deadly force. Florida also accepts DD-214s and other documents as evidence of firearm proficiency in lieu of a training class.

2) There is no live fire requirement in Florida to get a permit, while there is in MN.

There are probably other differences as well, but these are substantial enough that the FL permit isn't honored in MN.

In September 2015, we filed a Data Practices Act Request with the Minnesota Department of Public Safety and asked for all documents related to their analysis that led to the reciprocity decisions following the 2015 legislative session when the reciprocity guidelines were loosened.

One of the documents we received was a side by side analysis of the state permit to carry law here in Minnesota as compared to all other states.

Here's their analysis on Florida.

The law simply requires that the state be "similar" in qualifications to Minnesota.

After reading this analysis, do you think these laws are similar?

I do.

We need a clear legislative fix for this issue - DPS continues to play games with us.

The state requires similarity only in regard to issuance.
The commissioner must annually establish and publish a list of other states that have laws governing the issuance of permits to carry weapons that are not similar to this section.

Differences with regard to factors other than issuance were not supposed to be considered.

Stanek, of course, screwed us over in this. He's always been fair since he became sheriff, but I'll never forget what he did at the BCA.
