Selling an upper to WI resident

I have an upper for sale that someone from WI is interested in. Since this is just the upper (barrelled upper) and does not include a lower receiver (i.e. the serial numbered part) this would just be like selling an accessory, right? No problem selling to someone from another state? No FFL transfer involved?

I think some states (Kalifornia, NO York, etc) may have restrictions, but Wisconsin isn't one of the them. You should be good to go.

No Serial Number on the upper right? Only the lower is what is considered the "firearm" as far as selling across state lines?

Whether an upper is serialized is immaterial. The lower receiver is the 'firearm'.
