Current Minnesota State Park Rules?

Guys,
Can anyone remind me of what the current status is on carrying in Minnesota State Parks? We spend most of our time out in the western states but happen to have a week free coming up and thought we would run up to one of the state parks up north. But it has been so long that I can't remember what the situation is--last I recollect I think the Minnesota State Parks acquesced grudgingly to the state law meaning that anyone who has a permit to carry in Minnesota can carry in Minnesota state parks. Is that the case? Can anyone point me to something to print out and take with just in case we run into a problem with a ranger having a bad day in the park? Thanks!

Andrew Rothman took the lead on this and documented it pretty well.

Carry is LEGAL in State parks.

The statute supercedes State Park rule # 6100.0800, which prohibits carrying firearms, other weapons, explosives, etc. Also, there are some states with reciprocal agreements with the State of Minnesota on carrying handguns, and people licensed in those states would also be able to carry in Minnesota, including in state parks. This could change over time, but thanks to Andrew Rothman, Executive Director of the Minnesota Association of Defensive firearm Instructors, currently Arkansas, Louisiana, Utah and Wyoming have these reciprocal agreements with Minnesota. All other parts of the rule, 6100.0800 would still apply to all persons in state parks, and the rules provisions on carrying a handgun would still apply to all persons who do not possess a permit issued under MS 624.714 or are not legally licensed in a state with reciprocal agreements with Minnesota related to the carrying of handguns.

The next time that we revise rules, we will address the conflict between the statute and our rule, possibly with some exclusionary language for permit holders, but that will take some time to put into affect, and we will consult with our attorneys on the appropriate way to address it in the rules.

Until then, please provide this information to permit holders who request information, and please be sure that your local conservation officer is aware of this as well. If you want more complete information, you can check the statute on the web.

Please keep in mind that, in regards to our enforcement authority, vioations of firearms rules and statutes must be handled by a licensed peace officer, so if you suspect that someone is carrying a handgun without an appropriate license, that should be communicated to a conservation officer or other licensed peace officer for their attention.

We have reciprocal carry permit with Louisiana? Like to know since I need to be in peaceful New Orleans this November?

Reciprocity
Pursuant to R.S. 40:1379.3(T)(1) a valid permit in another state is valid in Louisiana if the issuing state honors concealed handgun permits issued by Louisiana.


And since we honor Louisiana......

OUT OF STATE PERMITS VALID IN MINNESOTA

Minnesota laws authorize individuals holding gun permits from the following states to carry in Minnesota:


Alaska
Arkansas
Kansas
Kentucky
Louisiana
Michigan
Missouri
New Mexico
Nevada
Ohio
Oklahoma
Tennessee
Texas
Utah
Wyoming

Please note that the permit issued by your state does not supersede Minnesota’s laws or regulations. Legal conduct in your state may not be legal in Minnesota.

I always find this statement from the MN DPS site interesting;

Perhaps to make travel safer for visitors we should set-up guards at the borders of each state. They could check your papers as you enter and have handy booklets explaining what is verboten in the state you are entering. We would not want visitors to think, for example and example only, that just because they can freely use a post office in their home country... err I mean state, that they are free to enter our post offices.

Am I missing something. Louisiana has MN listed as not responding for reciprocity in thier state website.

It has been that way since the 2003 law was repealed. Before that they did list Minnesota as a recognized state. After the bill was passed again in 2005, they have not updated it. The Louisana law states that if MN recognizes the LA permit, LA will recognize MN's. Their law does not state that the states must enter into agreements. Sounds like a potential problem area if you use a MN permit in LA. Maybe not illegal, but you may be hassled.

My neice lives there, so I watch their laws. In LA you can carry in your car without a permit. Even shoot carjackers I believe.
