In a little late, but I'll echo what people have said. You show me a (non-expired DL) with your name and a PTC/PTP, and hand over a stack of green, and the gun is yours.

I will keep the first/last name of the person I sold the gun to and the date I sold it in my own files though. That way should the ATF ever come knocking, I will just say: "I sold it to First Last on 2/22/13, who had a valid MN drivers license and a permit to purchase/carry at the time". They can figure out the rest.

Of course I rarely sell guns. The last one I sold was to a well known state trooper :D ETA: no I didn't ask for his permit

HF 3324-Status in the House for the 85th Legislature (2007 - 2008)

Of the numerous bills having used that number, the only firearm bill appears 5+ yrs ago.

Ah gotcha. I haven't heard of that particular proposed bill before, and I've been playing pretty close attention to the recent goings on.

Is there anything else that should be done if someone from WI is buying it?

If this is a pistol or 'assault rifle ' it needs to go to a FFL in WIS. I believe other long guns do not.(Assuming the seller is NOT in WIS)

No. If the buyer lives in another state, with ANY type of firearm, you will need to go through an FFL in the buyer's state.

Thanks for the correction. Apparently I was recently misinformed regarding the interstate transfer of long guns.

http://www.atf.gov/firearms/faq/unlicensed-persons.html#gca-unlicensed-transfer
from the aft:
Q: To whom may an unlicensed person transfer firearms under the GCA?
A person may sell a firearm to an unlicensed resident of his State, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. A person may loan or rent a firearm to a resident of any State for temporary use for lawful sporting purposes, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. A person may sell or transfer a firearm to a licensee in any State. However, a firearm other than a curio or relic may not be transferred interstate to a licensed collector.
