Getting an SBR in Minneapolis

So I am shortly going to begin the process of buying a PS90 and getting the short barrel conversion done. In order for me to have the barrel legally shortened (which is the only way I want to do it) I have to get an SBR. I have requested the paperwork from the ATF. The thing that I am nervous about is that I have to get a signature from the chief of police of my city, which is Minneapolis. I have spoken to a gentleman who lives in savage and he has had several done, never and issue. I fear that Minneapolis may be a different ball game.

So now that you have the story, has anyone on the board that live in Minneapolis ever gotten an SBR? If so how did they go about the process of getting local approval (chief signature)

IIRC a couple people have tried and it is more difficult than getting a carry permit was prior to the MCPPA. Good Luck.

There are individuals other than the Chief of Police who are considered CLEO and can sign your Forms. I can't remember who they are at the moment but you could always try them. If you find that none of those people will sign, you can form a trust and go that route.

Having shot a police owned P90 SBR a few months ago, I like the idea of owning a PS90 SBR -- who are you looking at having do the conversation?

If you go the trust route, no CLEO signature required.

We have done a hand full this year of SBR's and AOW's, with Mpls. No problems.

I haven't done a ton of research on which company i will have do the conversion. I have heard good things about a guy out of FL that does a good job. Right now I am trying to cross one bridge at a time.

Trust.. I have never heard of that and the link is blocked on my work computer so I will check it out.

Is a chief's signature needed when either purchasing a new sbr or lower receiver already stamped by the manufacturer?

I am considering going the trust route since I don't want to get permission from my local CLEO every time I want to manufacture a SBR. From my understanding, it is best to find a lawyer with NFA trust experience to write one up for you. However many have created a trust with software programs, such as Quicken Willmaker and notarized. Obviously, the lawyer route is safest, but most expensive to do, while the Willmaker method has higher risks.

If you do a search in Google for NFA Trust, you should find a lot of info. Good luck.

Fwiw, I asked a guy selling a serbu super shorty how one goes about owning one legally here in Minneapolis. He said that it's classified as AOW, and that due to pressure from various parties the Mpls chief has declared he won't sign any more. All hearsay mind you.

so, for an SBR, is there a special tax put on SBRs like on silencers and automatics? i've been kickin' around the idea of an SBR AR (in the unforseen future) chambered in 5.45mm...

Yes, it's $200.
