As far as I know you will have to join a club to shoot those ranges, I know Elk River Sportsmans Club goes out to 600, Gopher in Harris 1000, Forest Lake Sportsmans 400, Northstar in Redwing is 500.

It probably won't help you much in St. Paul, but you can shoot out to 400 here in Morris. Membership is a whopping $20 per year.
