Will Dakota County give PTC holders free Pepper Spray?

I heard that rumor and since the offices are now closed wondered if anyone else has heard that. The logic doesn't appear to be there, but since I'm in the market, I'd like to understand if the rumor is true or not.

A friend of my GF told her that if you are a Permit holder in Dakota County, you could get a free personal Pepper Spray/Mace. Supposedly this friend has some connection to the County and told her to tell me to look into it.

I'm with you, I can't find any reference on the Interwebz about it, so I assume it isn't true, she insists it is. I have not had a chance to call the county to see if its true or not - not even sure who to call.
