Hey everyone, new to the site, found you guys while looking for info on the gun control hearings. Let your voices be heard, but always with respect and a level head. My post deals with purchasing a SKS and having to get a permit to purchase. I did some homework on the BCA site and if I am reading it correctly, it states that I need a permit to purchase for hand guns and military style rifles. When I looked at the list of military style rifles I found this; L) SKS with detachable magazine semi-automatic rifle type. Now here is the question; I am buying a SKS rifle with the original internal magazine, is there a distinction between the two where the BCA (and an FFL) is concerned or do they just lump them all together?

The SKS with internal magazine is NOT a "SKS with detachable magazine."

Legally speaking, you do not need a PTC/PTP to buy an SKS that is coming with its factory internal magazine.

You'll need a permit to purchase if it's a surplus SKS likely due to the bayonet mount, according to MN definition (624.712 Subd 7 [2] ); though it may only apply to the Yugoslav ones since they also have a grenade launcher attached while complies with the BCA definition. Although I think it may just be store policy in most cases.

I was going to say that even if the letter of the law doesn't require a PTP, I'm betting most stores will ask for one simply because they would rather be safe than sorry. If they do ask for one, bringing in copies of the law might help your case.

I would just pick one up on armslist, at gunshow, or from someone standing on the end of your block. These weapons are readily available to people. No need to get a PTP or PTC!

I do not recall needing a PTP or PTC when I bought an SKS from Cabelas. I could be wrong...I often am...

I too purchased an SKS at Cabela's and they never asked for a permit.
