Its not a requirement to log ALL C&R acquisitions and dispositions -- only those that you run through your FFL. I acquired a Garand via the CMP while I held my 03FFL -- even though its a Curio and Relic -- because I didn't use my 03FFL to acquire it via Interstate Transfer (CMP gets a congressional pass from the Interstate transfer rules), it didn't require logging into my bound book.
I acquired a 1903A3 from a seller in Arizona. He shipped it to me via my 03FFL (
Interstate Transfer)....that goes into the bound book. I go to a WI gun show and find an M1 Carbine I like -- I use my 03FFL to transfer it back to myself in Minnesota (
Interstate Transfer)....that goes into the bound book.
I buy a Mosin Nagant off someone locally here in MN -- that does NOT go into my bound book (
