The issue date will be the date of your current permit expires plus 5 years. You will not loose any time because you renew early.
Because I care, I carry.

Yep I was wrong, guess there is no reason to not renew early. Per 624.714 subd 7:
(d) The renewal permit is effective beginning on the expiration date of the prior permit to carry.

I have a feeling that Washington County is very busy with new applications as well as first and second generation permit renewals.

Washington County is also getting a lot of the WI folks that are up for renewal. Mine was pretty close to 30 days recently.

I am not advocating breaking the law.

All I am saying is If you have a choice to defend yourself, or not because you were waiting for your permit to arrive in the mail, what would you choose?

Sam, you resort to name calling and I am the one who is petty and cheap? That's mature.
4090 posts to your name is supposed to make you an expert, maybe you have too much free time.

Um, not to be specific, but how are you not advocating breaking the law if you are advocating carrying without a permit? Did I miss something?

He's advocating carrying 31 days after submitting his app, which is both:

1 - explicitly not against the law, and
2 - likely to cause the person doing so, who gets stopped while doing so, to spend a bunch of time & money to defend - all without any way of knowing whether or not the judge he appears before will apply the law as written.

Against the law - no. Really, really unwise - no doubt...

Six days to my mailbox. And the inaccurate information which was in the accompanying letter five years ago has been corrected. It's still $75, though.
