The sense I got from the author is that he was a realistic anti-gun person as it related to pistols. Few occasions that you might use it but if the need arose you needed to know how.

Cool, I enjoy old books like this. It's interesting to see how far we've come, and how often it ain't very far.

Here's another interesting one: The modern pistol and how to shoot it by Walter Winans, published in 1919. From the preface:
I therefore give this warning; do not follow the advice of any but an acknowledged expert in pistol shooting, as books by hack writers, made up of extracts from other writers, and illustrations from gunmakers’ catalogues, are not to be taken seriously.

Moreover, the revolver is now obsolete, and there is no use learning to shoot it.
