On another board there was discussion as to if it was factual or not. See the response I received from the ATF;
aint that a kick in the Nuts!!

Mr. Browne,

You heard correctly; the MN Permit to carry [u]no longer qualifies in lieu of a NICS check[/u]. We do not have any official guidance/announcements available at this time.

Last year we received notification that MN Permit to Carry satisfied the background check to purchase a handgun, now we have heard – but no one has seen documentation that that is not factual. At a Gun Show in St Paul this weekend it was announced to dealers that all sales required a NICS check. Can you shed some light on the issue please?

When I purchased a bolt rifle last month, needed my PTC and waited for the NCIS check to be completed.

Did a MN carry permit ever take the place of a NICS check? I thought the carry permit was in lieu of a PTP. A dealer still runs a NICS check no matter a carry or PTP.

No for a short time if your permit was new enough it qualified for the NICS.

It was good enough for about 12 months and then its not!

Prior to my departure from LE we called them "After The Fact" - cause they didn't show up until AFTER something happened!
