Revised NICS check and MN Permit To Carry

An FFL friend today showed me a letter from the ATF dated late October 2019 that stated that the MN P2C is again an exemption to the Federal NICS background check when purchasing a gun. If you have a MN P2C dated within the last 5 years, you no longer need to do a NICS check when purchasing from an FFL.

Has anyone else seen anything on this?

The Letter is here and states that a NICS check is still required.

We continue to work to resolve this issue, but with the current makeup of the MN legislature, we're unlikely to see changes.

Thanks "bstrawse" for the clarification and link to the letter.

As I read the letter of October 23, 2019 the ATF is rescinding their letter of April 28, 2017 allowing the MN P2C in place of the NICS check but MN FFL's have not accepted the MN P2C for several years now and required all firearm purchases to go through a NICS check.

The ATF is a little slow getting the letter out for something MN FFL's have been doing for years.
