Because the service offerings from any cell provider are so fragmented and random that no inconsistencies should surprise anyone. Different plan offerings over the years that people are grandfathered into that have different settings, features and requirements and may all run concurrently. And then different phones that have different OS and different capabilities add to the mix. For example, an iPhone settings and features can be much different than an Android plan, even for two people on the same 'plan' on the same account.
