Brady Campaign to Prevent Gun Violence also says Minnesota has relatively weak gun control laws.
For example, Minnesota doesn't require background checks at gun shows
Semi-auto Glock 19 can be purchased in MN from a private seller without a background check.
Assault weapons ban outlawed more than 10 round magazines except for police, so that would have prevented the boy from buying a 33 round mag???
Chief Knight is opposed to civilians having military style assault weapons that can engage multiple officers and spray bullets.

establish policies that will keep guns out of the wrong hands...we should enact an(other) assault weapons ban.

Possibly the anti-gun crowd would have been satisfied/happier had the deaths and injuries come from a pipe bomb instead.

The chief-of-police in Chaska is of the same cloth as Fred Phelps, but on the end of a different spoke of the wheel of society.
