It is legal to have two passports in certain circumstances. American's with specific ethnicity or religion of their foriegn-born spouse, etc. can have an American passport as well as one from another country. An American may also hold two American passports, but the second one is effectively a backup and only good for a limited number of years (2 years, IIRC). I worked with a travel department for a while and was exposed to these situations. The secondary, limited passport was common for folks seeking a Visa because they were required to leave one passport with the Embassy for a period of time.

They're also incredibly useful if you want to visit countries who really, really don't like each other.

George Zimmerman didn't have a second, legal, passport for any of those reasons. He got his second passport when he claimed to have lost the original. His expired original is the one he turned over to police and retained his illicitly obtained non-expired passport.

Both he and his wife are out on bail now. Expect another donation drive to cover his legal defense now that they've spent all the money on living expenses, paying off their credit card debt and posting bail. Oh, and legal expenses. This guy lied to his own lawyer about being broke to obtain pro-bono representation but now he's gotta pay up.
