My guess is that it's optional for those who want to sell guns to a 3rd party, and use an FFL. It clarifies to the FFL how to handle those transactions, but doesn't require them.

You must not have listened to the same speech I did, then. The first measure he mentioned in regards to wanting congress to pass was MANDATORY universal background checks. IIRC, he even went so far as to mention requiring private party sales to go through an FFL.

I think the confusion lies in the Executive Order he issued that is to provide guidance to FFL's on how to run a private party background check, as opposed to the legislation he wants Congress to pass that MANDATES background checks on private sales.

Mandating an FFL for a transaction should also include a mandate on teh price of the FFL transaction. Ain't no way I am paying some dude 100 bucks because I want to sell a gun

I can see retailers having a hay day with that one, however private FFL's could benefit from this, while having a minimal fee ($10/$20), negotiated on the sale who will pay the fee I would imagine.

12. Provide law enforcement, first responders, and school officials with proper

training for active shooter situations.
18. Provide incentives for schools to hire school resource officers.

19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.


These are at least a step in the right direction. I don't feel much of a threat on the 2A coming from Bammy. However we do still have to worry about congress and state level bills.

I missed the first part of the speech. But I read all 23 of his orders. I didn't see anything about any ban on mags or firearms...?

Did I miss something or are they worded too tricky for an idiot like me to figure out?

A doctor can notify cops that you might be a "threat" to own a gun. Say you go in for some type of mental therapy, are depressed etc.
If reported, who knows what you could be denied. Carry permit cancelled? PTP rejected? Guns taken away? Who knows!
Best to say no if it's ever brought up.

Adding counsoulers etc to the schools is a waste of money IMO. Schools waste enough of our money. Now they get the green lite to hire more people that won't make a difference

The part about forcing private transfers through an FFL would allow them to track the serial numbers of guns that haven't been registered. That's my guess. All it takes is another executive order that forces the FFL's to hand over their books and you have new purchases and the private purchases. If nothing else, it has a chilling affect on people who would otherwise obey the law. Its all about making it difficult, cumbersome, expensive...............

sure I get it too, but aren't we talking about people who have mental issues that should be separated from the means to act on their Mental Issues. Someone who shouldn't have a weapon probably doesn't realize that he is not balanced enough to own a weapon. Similarly, some people who drive drunk aren't in the state of mind to know how to determine that they shouldn't drive, so the rule is if you drink don't drive - one is voluntary decison (drinking) and one is not (mental illness), so were is the line between who is nutz and shouldn't own and those who had trouble sleeping because of stress or got a little depressed after (mom, dad, wife, kid whatever) died. That is my number one issue - tough to delineate, but that is the biggie for me.
