Exemptions for retired cops makes some sense. They may have some BGs out there with scores to settle with the retired cop/cops. Their situation is a bit more dangerous than most at least for a while. (how ever long "a while" may be) I have NO problem with their exemption..

This is part of the reasoning. The other part is that we're already trained sheepdogs.
