This video smells funny.
The video starts with 20 people sitting in three rows of folding chairs or standing against the walls.

A man talks about his experience, and why he carries a weapon.
There is some discussion, and a council member leaves.
Apparently most of the crowd leaves and steals their chairs, because there are only five people in 1 and a half rows left.

i could see it was spliced in several places. I think it was more for video time than anything else. Possibly the other citizens didn't want to stay for the pissing contest and left.
I like conspiracies but the way this was run it looks legit.
The vid creator comented on your concern

I am the author of the edited video. It was taken from the video posted at the Oak Harbor city website and edited.
I cut most of the meeting out. The citizens comments start at the beginning of the meeting and the Mayors comments came at the end so approximately 2 or more hours of regular city business was cut out.
The only thing "hinky" here is that I wanted to show just the relavant exchanges and not the whole city council meeting. Sorry for any confusion this has caused.
