Typical IL solution to a non-problem.
1: Pass law banning what is currently a legal practice.
2: Pass law requiring state interaction to facilitate what was previously a legal practice
3: Discover that there is no state agency to oversee this requirement.
4: Create new government department to handle the private transfers
4a: hey, look more government union jobs.
5: Create new database on gunowners (don't think for a minute that they won't do this)
6: steadily raise fees charged for private firearm transfers
7: restrict transfer approvals on certain types of firearms (defacto AW ban by freezing the firearm to the current owner, who is now on your new database)
8: patiently wait for the next "tragedy" to occur
9: clam that we "have to do something" to prevent this sort of thing from happening again, we owe it to all IL residents to be safe and secure.
10: enact a IL gun ban and start the collection process using the nice, up to date, registry database from this law to identify the first citizens that LE needs to visit and collect the firearms identified on the database and execute a search warrant for other firearms that are in their possession.
See, it's a simple 10 step program.
Kind of scary how easy it would be.
