If there is any doubt why this is happening.

Given how much money Michael Bloomberg has funneled into Virginia both directly and indirectly I thought it would be interesting to see if Attorney General Herring was a recipient of his generosity. As Deep Throat said to Woodward and Bernstein, "Follow the money".

Lo and behold the top donor to his campaign for Attorney General was none other than Independence USA PAC. They gave $1,292,417 of in-kind donations to his campaign. The money went for media production and advertising buys. To put this into perspective, the next two highest donors gave approximately half this amount each. The only candidate to get more money from that PAC was Gov. Terry McAuliffe (D-VA).

Bloomberg dumped a pile of money into the Virginia elections specifically about the "gun" issue. It didn't help that the Republican incumbent and his wife got caught in some questionable dealings. Still, McAuliffe barely won. He has been trying to pay back Bloomberg, but the legislature keeps handing him his hat. Consequently, he is trying to do what he can through executive powers. This is the latest. AG Herring "previewed" other state's permitting, and decided that their requirements didn't meet VA standards, and rejected their reciprocity agreements. As you can imagine, it is stirring quite a fuss, and permit holders from neighboring states are getting involved. It hoses VA citizens going out of state, but out of staters are being reminded that permit free open-carry is legal.

The underlying problem is that the D.C. suburbs and Virginia Beach areas have significant population, and vote "progressive" politics.
