All police officers receive enough training that ensures they would not have negligent discharges if they actually gave a damn about what they were doing.

A violation of an individual’s rights is not necessarily a systemic removal of rights.
As to enough training, I doubt they receive enough training to handle all situations.
I’ve received some basic military training in explosives. Does that mean I should be able to deal with any faulty explosive device I come across?
Similarly, I’ve had a fair amount of medical training. Does that mean I can handle any medical event that I encounter?
There are instances where a firearm may be unsafe that a very highly trained individual can use it safely, but someone who has passed safety training and basic familiarization would not… think a damaged holster or a release trigger trap gun.
