Police were behind a vehicle that was taken in a strong arm carjacking at Lowry and Lyndale Ave N, but because there were no weapons used in the robbery, they were not allowed to pursue it.

SPPD has a similar pursuit policy; no pursuits, unless a firearm is involved. the rational being it is too dangerous to the public.
For that reason, the Ramsey County Sheriffs' deputies do patrol in StP, and can engage in pursuits at officer's discretion.
Haven't heard any uproars about any serous crashes or injuries, and they catch a lot of bad guys. Only the StP city council seems upset by this.
They'd like people to believe the Sheriff's Office is out of it's jurisdiction in the city. Plus, it disrupts the activities of their voting base.

That is why "Live on Patrol" on YouTube is so interesting to watch/ listen to on Friday/ Saturday nights. You constantly hear St. Paul cancelling pursuits from dispatch. Then you hear the Ramsey County Sheriff asking if any of his people are around there to pick up the pursuit.

Because MPD officers are scared to do anything without documented permission, as they can expect no support from the dept, city counsel, mayors office etc, if anything goes wrong.

Because the perps were probably poor underprivileged youth just turning their lives around and if the arrest went sideways, it would be the cops who'd be prosecuted.

I continue to be perplexed at the lack of support for the "Community Car Coalition" in Minneapolis and St. Paul.
Seems to be a progressive idea,
"Need a car? Take a car!"
It's just "Got Glock?" and your good to go.
When you're done with it, just leave it for someone else.
Seems very Democratic to me.
(sarcasm off now, well for now anyhow).
