– BM/50 yrs.-drunk and V1/BF-48 yrs. drunk also are cousins fighting over some “Percocet” meds. V1 said AP1 had a knife and threatened to kill her. AP1 stated V1 took $500 from him and he wanted it back. AP1 complied/booked HCJ

Let me Guess, "Stolen" perscription Drugs? Think i read that somewhere.

PRECINCT HIGHLIGHTS - WEEK 612 – Oct. 13 to Oct. 19, 2009

ASSAULTS:

ASLT2

36XX Bryant Av N Wednesday 10-14-09 12:05 hrs 09-322507

V1/BF-36 yrs. and S1/BM – 29 yrs. were boyfriend/girlfriend who broke up 2 mos. ago; but, he still lived there. V1, holding her grand baby, asked him to leave. S1 said he wasn’t leaving/slapped V1 because she wouldn’t put the baby down and wouldn’t let V1 call 911.

20XX James Av N Monday 10-19-09 20:00 hrs 09-327433

There were 2 shots fired while victims were walking. V1/BM-18 yrs. received a minor gunshot wound to arm and V2/BM-27 yrs., V3/BM-19 yrs., V4/BM-18 yrs. were all shot at w/no injuries. No suspect information but bullet was recovered. V1 went to Hsp.

14XX 21 Av N Saturday 10-17-09 01:00 hrs 09-325869

Officers went to Hsp. for report from V1/WF-20 yrs. - sexually assaulted by S2. S1/Unk male (first name only) - mixed race (E. Indian/Pakistani) 28 yrs. (509-510”) and S2/unk male – mixed race (Ecuadorian) (600-602”) – 28 yrs. were invited over to V1 and OT1/roommate’s duplex for drinks. V1 admitted she drinks at times until she blacks out which is what happened because she recalls being in LR drinking and waking up in morning in her bed naked. OT1 was with S1 who checked on S2 and V1 a few times. Both suspects left at unknown time and OT1 stayed in her room rest of night and didn’t lock her door when they left.

33 Av N & Lyndale Av N Wednesday 10-14-09 22:05 hrs 09-323027

V1/WM-39 yrs. was approached by S1/unk BM (505”) long black curly hair/regional speech, S2 and S3/unk BMs who came up from behind and struck him on head demanding money and calling him a “Nigga.” S1 pointed an unk color revolver at V1 who turned over his wallet w/2 VISA cards, IDs, $1 and bus card. Suspects GOA.

Broadway Av W & Lyndale Av N Wednesday 10-14-09 14:45 hrs 09-322625

V1/BM-60 yrs. was exiting a liquor store when 5 unk BM/18-20 yrs. suspects pushed him against the building/took $7 and fled. No injuries.

33 Av N & Morgan Av N Wednesday 10-14-09 11:20 hrs 09-322505

S1/unk BM – 16 yrs. (507”) came between the houses and approached V1/BM-18 yrs. from behind and said something that V1 didn’t understand. S1 didn’t have a gun but tried to attack V1. Instead V1 beat up S1 who fled and may have minor injuries.

Lowry Av N & Russell Av N Friday 10-16-09 21:30 hrs 09-324779

V1/WM-47 yrs. had been drinking w/friend at Tooties Bar and was walking toward a bus stop when 3 BMs/unk 18-20 yrs. (same description for all three) attacked him by pushing him to ground kicking his face, sides, arms and legs. S1 had a long wood stick to hit with. V1 refused medical. $112 in cash and a new leather wallet were stolen.

14XX Morgan Av n Saturday 10-17-09 15:00 hrs 09-325407

V1/female – 18 yrs. and W1/male – 17 yrs. were walking in area of North HS and approached by S1/unk BM 17-24 yrs. (508”) violent/goatee/medium afro/regional speech who pointed a black handgun at V1 demanding her Dell laptop. S1 fled on foot.

22XX Aldrich Av N Monday 10-17-09 23:50 hrs 09-327629

V1/BM-27 yrs. was just about to enter his vehicle after visiting a friend when threatened w/black semi-auto pistol by S1/unk BM 20-23 yrs. 602”/light build dressed in all black demanding money. V1 said he had none and ran. V1 reported no loss/no injury.

125 Broadway Av W Thursday 10-15-09 10:40 hrs 09-323346

V1/BM-45 yrs. is owner of Anderson Mitchell Construction and OT1 is an employee of V1. OT1 had not been showing up for work for a few days so V1 was thinking about firing her. S1/known is the boyfriend of OT1 who was driving her car/MN TVR433 2002 FORD Mustang-red/maroon by V1’s business. S1 displayed a handgun holding it in the air/staring at V1 as he slowly drove by.



SHOTGN

16XX 27th Av N Saturday 10-17-09 09-324953

A SAVAGE ARMS 12 GA pump action shotgun 18” BBL, MFG/Chicopee Falls, Mass, USA was recovered from S1/known BM-17 yrs. and S2/known BM-23 yrs. after a caller reported them shooting it in alley. They ran to a duplex/apprehended. The shotgun was found in a black bag with additional shells.

SHOOT

10XX Knox Ave N 21:26 hrs

Officers responded to a shooting and located two victims. One adult male victim was shot in the hand and the other was a juvenile male that was shot in the thigh (NLT). Victims were walking in the area of 11th and Humboldt Ave N when a vehicle approached and shot several times at the victims who then ran to Knox address. Both victims were transported to Hsp.



THURSDAY (10-15-09):

8XX Lyndale Pl 22:20 hrs 09-3254812

Officers were dispatched to above on a domestic call/noticed OT running around a vehicle after a female. Male who appeared to be very angry had to be maced and tased to get him handcuffed after verbal commands were ignored. Once handcuffed, Officers walked the OT over to their squad to conduct a weapons search. The OT then began slamming his face into hood of squad and had to be pulled away from squad/taken to the ground. OT appeared to be under the influence of some narcotic/alcohol. He was taken to HCMC via ambulance.



DISWEAP/REC GUN

16XX 27th Ave N 00:02 hrs 09-324953

Squads responded to above on shots fired. Caller reported at least 4-5 shots fired in the alley behind above address. Caller reported seeing two black males running into above address after shots were fired. There were some spent 12 gauge shot gun shells recovered in alley. Officers were let in duplex and recovered a sawed off shotgun with shells in the lower unoccupied unit. Caller could not Id the shooter (s). Shotgun inventoried and all were ID’d.



SATURDAY (10-17-09):

22XX McNair 10:48 hrs 09-325277

Male and female lived together but female left last night. When she came to get her belongings, a fight broke out. Male used his pit-bull as a weapon against her by ordering the dog to “get her, get her” (per witness). During the fight, AP1 had his dialysis catheter torn out. AP1/Coleman, Curtis L. – BM/49 yrs. was arrested and transported to HCMC. The female sustained substantial bodily harm and is missing significant flesh on her body. Dog was taken by animal control. Later in the day, victim was released from the hospital and came back to get her vehicle that was at the incident address. The family of AP1 allegedly cut all the ignition wires and trashed the vehicle. V1 was able to obtain a private tow to take vehicle away.

















SUNDAY (10-18-09):

PURSUIT 2348 hours to 2353 Hours

Squads observe a red Ford Mustang in the McDonalds drive-thru lane. Upon running the plate, Officers find a KOPS alert on the vehicle that show that the vehicle was stolen out of Brooklyn Center and suspect was wanted on a DAbuse Strangulation on the owner of the vehicle. Officers attempted to stop the vehicle just outside of the drive-thru but driver takes off NB on Bryant Av. N. Officers call out that they are pursuing this vehicle and you can hear the siren in the radio transmissions. Officers call out that the vehicle takes the route with top speed being 45 MPH and as low as 30 MPH. Vehicle pulls to the curb in the 3400 block of Bryant (in front of victims home). Two passengers exit the vehicle with their hands up both yelling that they were hostages. All occupants taken into custody including the driver who is the person wanted in the KOPS alert. Driver booked on PC Flee/Dabuse Strangulation from Brooklyn Center. Vehicle released to owner on scene. Henn. County dispatched advised of same.



MONDAY (10-19-09):

20XX James Ave N 09-327433

Officers responded to a shooting above. Officers located an adult male with two gunshot wounds to his left arm. Others stated that they heard shots but did not see anything or anyone. Evidence was recovered. Victim was transported to Hsp. with NLT.

32XX Thomas Av N Wednesday 10-21-09 05:40 hrs 09-328565

AP1/BF-17 yrs. stabbed (w/6”serrated steak knife) V1/BF-14 yrs. in the head, chin and shoulder areas while fighting over AP1’s ex-boyfriend. AP1 told V1 to stay away from her boyfriend/OT1 who was present. V1 said AP1 and boyfriend broke up 3 wks. ago.

14XX Plymouth Av N Wednesday 10-21-09 11:30 hrs 09-328799

V1/BF-26 yrs. was walking to dentist office to get her teeth looked at after her boyfriend/S1 assaulted her. A white Chevy Trail Blazer drove past her with S1/BM-26 yrs. threatening to shoot her and her friend V2/BF-17 yrs. with an assault rifle w/long clip possibly a TECH 9. Both victims ran off/no injuries. The vehicle belongs to S1’s friend who is known as “E.”

24 Av N & Dupont Av N Wednesday 10-21-09 14:30 hrs 09-328902

Officers dispatched to Hsp. for a shooting. V1/BM-18 yrs. said he was walking and smoking marijuana. V1 heard one shot and fell to ground. He didn’t see anyone or any vehicle. No evidence found. V1 was shot in stomach with exit wound out the back. No information on parent except name and phone number.

38XX Aldrich Av N Thursday 10-22-09 21:39 hrs 09-330173

V1/BF-36 yrs. is the parent of V2/BM-12 yrs. They were in their home when S1/unk BM – 0/gang drove by in a dark colored suburban/no suspect info available. A sister of V2 stated that she received call from a male who had just gotten out of jail and was coming over “to shoot it up” their house. Over 10 shots were fired at the house.

27 Av N & Morgan Av N Friday 10-23-09 00:09 hrs 09-330306

V1/BM-38 yrs. was shot in his torso by an unk S1/unk BM 25-30 yrs. /600” wearing a dark hoodie w/mask using a black automatic. S1 asked V1, “Where’s the money?” V1 was taken to Hsp. Several witnesses present, but no clear evidence at scene.

23 Av N & James Av N Friday 10-23-09 00:20 hrs 09-330311

AP1/Williams, Kevin-BM 34 yrs. was ID’d by V1/BF-19 yrs. of a robbery at gunpoint. AP1 had approached her from behind on a bike when she was walking and demanded money while pointing a gun at her. AP1 assaulted a police officer while attempting to escape custody/out-of-control/contained. AP1 went to HCMC for a small cut above eye.

29 Av N & Colfax Av N Sunday 10-25-09 00:44 hrs 09-332228

Officers responded to a shot spotter call to check area and were flagged down by 2 separate parties who reported damage to house and vehicles from shots fired. V1/AM-27 yrs. window in his home broken/van window in alley/hole went thru garage door and thru Acura’s window in garage. V2/BM-43 yrs., V3/WF-30 yrs., V4/BM-27 yrs. and V5/BF-25 yrs. were all inside V2’s tan Chevy when they heard a shot breaking the back window. They saw 3 unk BMs w/a shotgun running through the yards. Van was hit with BB shotgun shell. There are no better suspect descriptions available.

16XX Broadway Av W Wednesday 10-21-09 17:55 hrs 09-329053

V1/WF-25 yrs. was at the One Stop Gas Station filling her tank when S1/BF, unk, Kyree 24-26 yrs. and S2/BF-unk 45-50 yrs. approached her. V1 recognized S1 because she had dated the same male approx. 10 yrs. ago that had broke up with S1. S1 started yelling and threatening her. S1 punched/threw V1 to the ground and wouldn’t stop hitting w/fists and stole her cell. Suspects drove off in red Chevy Impala/MN BNV151; but, the plate came back as a black Chevy S10.

18 Av N & Lyndale Av N Thursday 10-22-09 14:55 hrs 09-329830

V1/WM-28 yrs. was walking when he noticed 2 unk BMs (28-30 yrs.) 600” following him and when they caught up w/him asked for a cigarette. S1 hit V1 in head with fist knocking him to the ground and then kicked/punched him. Suspects made him take off sweats/Air Jordans and left him w/shorts on only. One suspect was bald/stocky and the other had a short Afro/thin. No weapon was involved. Suspects took off w/cell, $40, clothes, ID and SS card.

30XX Lyndale Av N Sunday 10-25-09 15:10 hrs 09-332622

AP1/Tidwell, Marcell-BM 21 yrs. (Alias: Patterson, M.) was caught w/sawed-off .22 cal rifle/2 ¼” BBL 12” overall in his pants w/bolt action by RP.

Directed Patrol Bullets 10/18/09 - 10/25/09

09-330311 PC AGRobbery of Person Ap-1 was ID’d by V1 of a robbery at gun point. Ap-1 assaulted officer while attempting to escape/fled on foot. Ap-1 was taken into custody and booked HCJ. AP is also suspect in an Aslt 2 which occurred in the same area a short time earlier.

09-331932 PC DWI Refusal Officer observed MN MDP025 parked at listed intersection. Driver’s door was opened and AP1 was standing in between open door and vehicle, urinating into the vehicle and on the street. A TLE was conducted and AP1 was found to be under the influence of alcohol. AP1 booked into HCJ for PC DWI Refusal 2nd Degree.

09-330982 PC Narc Officer observed MN XTW507 fail to make a complete stop at 26th Ave N and Washington Ave N. Officer observed that the windshield was cracked. After a traffic stop was conducted, officer observed suspected ecstasy inside the vehicle. AP1-AP3 were transported/booked into HCJ for PC Narc. AP4 was transported to JDC and released to the staff for PC Narc.

09-329111 PC Narc OFFICERS RECEIVED INFORMATION THAT NARCOTICS WERE BEING SOLD FROM THE EAST DOOR OF THE ABOVE LOCATION. OFFICERS OBSERVED MALE, LATER IDENTIFIED AS AP1, MAKE A HAND-TO-HAND TRANSACTION WITH ANOTHER PARTY. OFFICERS KNOW THAT THIS BEHAVIOR IS CONSISTENT WITH STREET SALES OF NARCOTICS. MARKED SQUADS MOVED IN AND ARRESTED AP1 AND RECOVERED A QUANTITY OF CRACK COCAINE.

09-328324 PC False Info Officers investigating suspicious parties cited an adult male for open bottle in a motor veh. An adult female gave officers the name of another person and was booked PC false info.

09-330187 Narcotics Search WT DP Officers executed a search warrant at the listed residence and recovered suspected marijuana and drug paraphernalia along with an exotic animal (4ft Alligator) inside the home.

Vic claimed he was walking down the street (unk which one) smoking a joint
Heard a shot
Hit in stomach
No one else at Hsp with Vic when cops arrived
No scene located, possibly around 26/Girard-Dupont






THURSDAY (10-22-09):

AGGROB

25th Morgan 09-330311

Officers were flagged down on a Robbery of person and while taking S1 into custody S1 fought with officers and fled on foot. S1 was captured and taken into custody. S1 roughly matched the description of the shooting suspect at 27th and Morgan a short time before this capper. Victim had been transported to Hsp.



FRIDAY (10-23-09):

SHOOTING

27th/Morgan Ave N 09-330306

An adult male was in area of 27th/Morgan when another masked male asked him for money. S1 then shot victim once with a thru and thru gunshot wound to abdomen. V1 was transported to Hsp. and in stable condition but taken to surgery to determine the extent of injuries.



SATURDAY (10-24-09):

DOA

17XX Russell Ave N 10:36 hrs 09-331506

Officers responded to the report of a baby not breathing. Officers arrived and began CPR on the 23 day old infant. The infant was transported to NMMC where it was pronounced dead at 1100 hours. This death is being investigated by the Homicide Unit.



FLEE

27TH & Girard Av N 18:32 hrs. 09-331823

Officers observed MN RRM226 driving erratically near 27th and Girard Av N. Suspect vehicle was found to be a Mpls. “stolen,” CCN 09-33139. Officers activated emergency equipment/attempt to make a TLE. Suspect vehicle stopped momentarily, and fled eastbound on 27th. It turned south on Fremont until it turned east on 21st Av, and then south in the alley. Here, the driver and passenger jumped from the moving vehicle letting it crash into a light pole in alley. Driver was arrested but the passenger was not. FLEE covered approximately 7 blocks. Top-speed attained was approximately 35mph. Moderate vehicle traffic during chase, road condition dry, and weather clear with no precipitation. Squad and other squads arrived afterwards. Driver/AP was injured as he ran on foot from officers. He ran down a dark stairwell in the rear of 20XX Emerson Av N. Not realizing there was a locked, steel door at the end of the dark stairwell, he continued to run full speed into the door. He had some face and head injuries/Hsp/JDC.



SUNDAY (10-25-09):

35XX GIRARD 13:00 hrs 09-332593

Officers called to recover gun. Info received was that MPD/K9 was chasing one (09-302157) Sept 22, 09.



PC WEAPONS

30XX FREMONT 15:11 hrs 09-332622

Officers dispatched to a person with a gun. Info stated that male had showed a gun. Officers arrive and locate male matching the description with a sawed off .22 caliber rifle in his waistband. Male was booked at HCJ.



MONDAY (10-26-09):

CHILD ABUSE

33XX Aldrich Av N 09-333588

Officers called to 33XX Aldrich Av. N., on an Assist Medical call. Remarks were that caller/father of the child was calling for an ambulance for his 2 month old daughter who he thought had a possible dislocated shoulder. Sgt. also responded to the call due to the age of the child and unusual nature of injury. Upon arrival, officer could see that there was something obviously wrong with child’s upper left arm and there was some redness to the child left eye. Father gave various information as to how injury may have happened including the child being at his sister’s home during the day. Child went via ambulance to NMMC. Child found to have complete fracture of humerus bone in left arm, injury to left eye and CAT scan revealed bleeding to the brain. Child placed on hold and admitted into NMMC NICU.

39XX Emerson Ave N 03:39 hrs 09-334049

Adult female victim was walking in area of 39th/Fremont when she was approached by 3 suspects inside a grey vehicle. Suspects offered her a ride. V1 recognized one of the suspects so she got into vehicle. They drove around for a couple of hours. Two of the males exited and V1 continued riding with driver. Driver drove victim to vacant parking lot (Unknown Location?) where he pulled a gun, robbed her and raped her. V1 was dropped off in the area of Dowling and Emerson. Suspect was GOA. V1 went to Hsp.

Officers heard 8 shots and located a vehicle/MN WK5546 with its back window shot out and multiple bullet holes on trunk lid/passenger side of vehicle. The driver V1/BM – 25 yrs. said he and V2/BF – 25 yrs. and V3/BM – 19 yrs. were leaving a party when V1 saw S1/unk BM – 0 in all black run alongside passenger side of vehicle/begin to shoot at car. No injuries and victims had no information. V4/BF – 62 yrs. vehicle was shot at/damaged. Two .40 cal casings were on sidewalk and 5 more in front yard.

Seems they are moving up, .40 Cal.

Note to above story, ther should still be 1 piece of brass on the street. Note the "W" lisense plate. I thought the "W" plates were reserved for drunk drivers,second Offence, but now of driving without insurance and such. Can anybody tell me about the "W" plates? who gets them and why? They started with WX, WY, WZ etc followed by 4 numbers. Making 10,000 plates for each letter pair. WK sort of tells me about 150,000 have been issued.

They are commonly called "whiskey" plates, and in Minnesota give a LEO probable cause to pull you over for a sobriety check. Am not sure what one has to do to get these plates, but they seem fairly prevalent if you keep your eyes open.

To get whiskey plates you agree to waive the need for Probable Cause in any traffic stop. A neighbor has a kid with them and they all get stopped all the time. Driving after tenPM pretty much guarauntees a stop.

In 2003 the Minnesota Supreme Court ruled unconstitutional Minnesota State Statute 168.0422 which authorizes law enforcement to stop motorists based solely on the presence of special series registration plates. The court held that the presence of special series plates alone does not amount to reasonable articulable suspicion to justify the stop of a motorist.

I don't know of any agencies that are stopping solely based on the plates, but some might be.
