I wonder how many of then are going to take him up on it. Or, how many of ours would, if presented with this kind of an offer. And what might the effect be?

He should just make them be free...since $5 is pretty much nothing.

I believe this is in responmse to them not being able to accept gifts with a value over $5. If he DIDN'T charge them, then they'd have to go to his standard rate and thus couldn't take the class either.
private or small grou permit classes available

Really, I would have never guessed. Is that where the Internet came from?

From what I was able to find at: http://www.ok.gov/oec/

"Anything of value", "Thing of value" or "Things of value".... (M) a rebate or discount in the price of anything of value or the sale or trade of something for reasonable compensation that would ordinarily not be available to a member of the public, except as provided in subparagraph (J) of Paragraph (2) of this definition; ......(J) opportunities and benefits, including favorable rates and commercial discounts, available to the public or to a class consisting of all state government employees, whether or not restricted on the basis of geographic consideration;"

"Anything of value", "Thing of value" or "Things of value".... (U) any single item with a fair market value not exceeding Ten Dollars ($10.00) provided to a state officer or state employee during a calendar year; provided, if a donor provides more than one such item to a state officer or state employee during a calendar year, any such additional items shall not be subject to this exception."

So the $5 still doesn't make a lot of sense since they apparently can't take a discount or rebate not available to the general public, unless the class consists of all government employees.
