Big shocker - Bribes needed to do business in Mexico. The international deals I've done in many countries around the world have suggested that bribes or expidition fees or tributes or whatever name you want to use are common. The US Corrupt Practices Act makes it illegal for US corporations to participate, but it still goes on all the time.
