Listening to the committee hearings now, this is sailing through and will be up for a full vote this week. They are pushing this through during the lame duck session as multiple amendments to bills in committee, including a sexual assault bill, as well as a bill to regulate nuclear power plants. This will effectively ban all semi auto rifles and handguns in IL, along with requiring a new license to operate a range in IL - to be issued by a non existent bureaucracy. Rifles and magazines would need to be registered. Word on the street is that this has a 50/50 chance of passing.

Illinois HB1263 (banning various firearms) and HB815 (regulating the bejesus out of magazines and shooting ranges) have passed out of a Public Health hearing (I swear) by a vote of 6 – 3. Before passing HB1263, the Committee added a sixth amendment. According to its dictates, firearms specified in the bill (e.g. a semi-automatic rifle such as the ones shown above only with longer barrels) must be registered with the Illinois State Police within 240 days of the bill’s passage, at $10 per gun ($15 for a .50). If the owner sells an “assault rifle” to an out-of-state buyer, the former owner must provide the State Police with the buyer’s name and address.

Does anyone care about Illinois?

By that I mean....it's a democracy and they're getting what they voted for....

And the upside is if laws like these are passed in Illinois...that becomes a

BUCKET OF ICE WATER to the other 49 states....

So.....without being too much of a jackass....I hope it passes....that'll get people on their feet.

There's chicago, and there's the rest of the state; 2 different worlds.
Consider what this would do to driving to the east with your gun(s)

Yes, I do. Here's why -- what passes there is what's going to get attempted here. If it fails there, they're less likely to try this stuff here.

We need to care about all of the different states.

I don't think IL, or any state can restrict travel (especially for a non-resident just passing through) just because you have a gun in your vehicle as long as you comply with their rules (unloaded, not readily accessible, and secured).

Go read the laws being proposed - must guns will be banned and require registration. There is no out of state exemption.

^^Exactly.

Plus that's where my parents live. No more going home to plink on the farm if this passes:(. Actually a lot of my family and friends would be affected.

Maybe I am a bit lame but I am not so sure I understand the complete logic of your post.

I'll say this. I for one care what happens about gun ownership rights throughout our entire country, whether it be in Illinois or up here and so should all of us. I won't go and beat the drum as to why but the 1968 GCA set the stage in this country and what a shame we don't have the freedoms anymore that existed before those laws were passed. Simply put this is how this anti gun/anti hunting stuff gets momentum and spreads. It's all about our rights, is it not? Don't you see it that way?

Under Illinois *state* law, no exemption.

I realize there's FOPA. You realize people have been convicted in NJ and NY, for example, and received no protection from FOPA?

Here's what's coming - and mark my words, we are going to see this attempted here in Minnesota from this legislature.

From the Illinois State Rifle Association:
MESSAGE FROM COMMITTEE DEMOCRATS: “Eliminating law-abiding gun owners is a good ‘first step’ towards a ‘civil society.’”

Votes on HB815 and HB1263 were split along party lines in the Senate Public Health Committee Wednesday night with the committee Democrats voting 6-4 and 6-3 to send the bills to the full senate. If these two bills become law, they will resulting most, if not all ranges in the state going out of business as well as the banning of ALL semiautomatic rifles, pistols and shotguns as well as banning all pump shotguns and rifles.

In comments made during testimony, committee Democrats stated plainly that HB815 and HB1263 were “first steps” and that these bills have as their objective the creation of a “more civil society.” In other words, elimination of lawful gun owners is a required first step for creating a more civil society. Of course, there was no mention of the impact of eliminating criminals.

I've heard stories, yes. Without details, I'm going to assume they broke the law. I remember some guy carrying his luggage in the airport because he missed a connection or something like that. Even the NRA-ILA web site tells you to keep your hands off whatever your gun is contained in while travelling in states like NY/NJ.

IL is not restricting your right to drive through with a properly cased firearm. Period.
