Violation of all the rules....

A former Twin Cities woman was fatally shot while participating in a Citizens Academy exercise at police headquarters in her adopted city on Florida's southern Gulf Coast, authorities said.

"In a horrible accident," Mary Knowlton, 73, of Punta Gorda, "was mistakenly struck with a live round" Tuesday evening after she and another of the 35 academy participants were randomly chosen for a "shoot-don't shoot" role-playing exercise that involves decisions about when to use lethal force, said Police Chief Tom Lewis.

In my mind, it's the range safety officer's responsibility to establish policies on a training range that ensure that nobody ever gets confused as to which firearms contain live rounds and which contain blanks/training rounds/simunitions/etc., and to provide sufficient oversight to make sure that they are followed.

  • If there was no range safety officer, this is negligence on the part of the shooter and of the range operator
  • If there was a range safety officer, but no established policies, this is negligence on the part of the shooter and of the range safety officer
  • If there was a range safety officer, and established policies that were inadvertently not followed, this is negligence on the part of the shooter and of the range safety officer
  • If there was a range safety officer, and established policies that the shooter intentionally violated, this is criminal negligence on the part of the shooter

It wasn't an accident, it was NEGLIGENCE.

The cops made sure she had a Glock that only fired simunition, but then shot her with a regular old 5 shot snubby, which they obviously failed to check over before pointing it at her and pulling the trigger multiple times.

Administrative leave, my a $$. That cop belongs in JAIL.

My guess? One of these highly trained instructors thought wadcutters were blanks.

When you're doing dry-fire or simulated ammunition training, there shouldn't be any live rounds in the room.

Yes, it's easy to confuse wad cutters with blanks. But there shouldn't have been any wad cutters present to confuse.

I'm not sure that incident was as bad as the article implied. He released the dog when it became obvious that he was going to have to take the guy down by force. The dog didn't do much of anything but run past the guy and stand there until they were actually struggling. I would assume the dog is trained to bite at that point.

Lee Coel pleaded no contest this week and given no jail time. 10 years probation and promised never to seek employment as a law enforcement officer.

As a reminder, he was fired from the Miramar PD in 2013 for failure to complete agency field training program, and had an IA run-in over an incident with his K-9 unit. Chief Lewis was found Not Culpable in his 2017 trial where the prosecution said he was only partially to blame and the defense said he did everything he could to make it a safe environment.
