Have ATF make a ruling on rate of fire instead of congress to create a law. Basically, IF ATF does this, and you fire to fast with your rifle, you could go to jail! With or without any mechanism.

I thought the ATF already classified him as a class 3 modification to a firearm. At least he now qualifies as a Curio and Relic.
