Because a bolt action may be fired without the stock, the trigger is integral to the barreled action. An AR15 may not be fired without a lower, the trigger is housed in the lower. The ATF classifies an AR15 lower as a firearm, the upper is just a part. Two completely different animals, no comparison between the two. A more realistic comparison would be a pistol slide and barrel combo. Under this thinking if you were to order a new pistol slide and barrel they would be a firearm and would need a 4473. This is completely insane, you guys should be more upset. Very sad.
