Psst! There are several methods now for recovering the serial numbers from filed or melted off serial numbers.
3D printers are much easier for amateurs to use but currently produce crap guns. A CNC milling machine can produce quality parts but requires more knowledge of metallurgy than most people have. The uproar is over when eventually we'll have the ease of use of a 3D printer combined with the quality of a milling machine's output.
I'm not worried about banning. Let 'em. There are people whose hobby is hacking through every possible software and hardware barrier placed in their way. Eventually there'll be 3D printers with any government-mandated banware/snitchware purged out them, and banned plans circulating all over the dark net. The government couldn't eliminate bathtub gin let alone narcotics, 3D printed guns will be the same.
