The fact that he apparently has no PTC adds to the confusion: If he indeed had a gun, shouldn't charging him minimally for unlawful carry should be a given.

Hmmm. That's a good point. The article said he doesn't have a "permit to carry in Minnesota."
In theory, he could have lived (for a while) in a reciprocal state, moved here very recently.
Edit: adding... or maybe he applied for a MN PTC. Please correct me if I'm wrong, but, isn't there a 30 day approval/deny window for PTC and 'technically' if it goes over 30 days, it can be 'sorta' considered granted?
