FFLs and ITAR?

Is this article discussing the same thing as the recent news item that Trump was lifting ITAR requirements? I think it's saying that some firearms, ammunition and related items are being moved from a more strict regulatory list to a less strict one, but it's full of acronyms and fairly dense reading.

thats my take but its thick reading. so less restrictions on across state line sales (no itar license $2500) for gun industry and maybe easier to export firearms stuff?. Have heard nothing about easier to import stuff like russian/chinese guns & ammo which would be freaking awesome.
