iirc there's a sneaky little "manufactured as" qualification? If they don't just end up insisting you're shouldering the tube and thus it's an SBR.

So did I. As well as several reviews by lawyers. The ambiguity is quite significant in said document.

If it weren't for the ambiguity it would be far more difficult to engage in the sort of politically-motivated selective prosecution that is the motivation for all of this.
