Large Chinese reconnaissance balloon spotted over the US

"A massive spy balloon believed to be from China was seen above Montana and is being tracked as it flies across the continental United States"

Montana is home to several sensitive nuclear sites.

Speed is Fine, Accuracy is final....but accurate hits at extremely high speed is final much faster.

??? China has orbital spy satellites, why the f would they do something as open and provocative as using a balloon?
