While the ten-year old in question is hardly blameless, the video hypes the actual facts. For example it is not alleged that it was a "carjacking" in the sense of seizing a vehicle at gun point. Also the two arrests and twelve allegations are "in connection with" various incidents; without knowing more details it sounds to me like he hangs out with a gang that is collectively getting into lots of trouble. (Also, the graphic of the scowling kid is not the perpetrator).
Whoever has custody of this kid needs to lose it pronto.
