4TH PRECINCT HIGHLIGHTS--WEEK 811—August 6th—August 12th, 2013





MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by the MPD at this time. All persons are considered innocent until proven guilty in a court of law.

ARSON:

Arson

15XX 27th Ave N Tuesday 8/6/13 2322hrs 13-255853

MFD responded to a vehicle fire at the above location. The vehicle had not been reported stolen & there was no owner or driver on the scene. The windows had all been broken with the exception of the rear window. The fire started in the passenger compartment & the dashboard suffered heavy fire damage. There was no fire damage to the engine compartment. MFD determined the cause of the fire was Arson. No suspects or injuries. The vehicle was towed to the Mpls Impound Lot. Estimated damage from the fire is $1600.











Arson / Recovered Vehicle

39XX 1st St N Wednesday 8/7/13 0632hrs 13-256077

MFD & MPD responded to a vehicle fire at the above location. The vehicle had no license plates & was found to be a reported stolen. The fire burned all combustibles in the engine, rear, & passenger compartment. The vehicle was completely burned. MFD determined the cause of the fire was Arson. No suspects or injuries. Estimated damage from the fire is $2500. The vehicle was towed to the Mpls Impound Lot.











ASSAULT:

Assault 2---w/a Dangerous Weapon / Terroristic Threats / Illegal Poss of Handgun/ Assault 5

32XX Queen Ave N Wednesday 8/7/13 1926hrs 13-256902

Officers responded to a large fight at the above location. V2/male, 40 yrs, attempted to break up the fight. An unknown party handed AP1/male, 14 yrs, a handgun & told AP1 to “pop em.” AP1 displayed the gun & pointed it at various parties. AP1 fled the scene on foot & no gun was recovered. AP1 admitted he had the gun, but passed it off to another juvenile. During a “Show-Up” AP1 was positively ID’d as the initial party with the gun. AP1 was booked in JDC.



Assault 3---Significant Bodily Harm

6XX W Broadway Friday 8/9/13 1627hrs 13-259498

Officers were flagged down for V1/male, 56 yrs, who was unconscious with a wound to his head. V1 had a heavy odor of alcohol on him. EMS arrived & were uncertain of V1’s injuries, but stated he seemed to be knocked out. Nothing appeared to be life-threatening in the initial assessment by EMS. More than one witness identified S1/male, 53 yrs by named & said they saw him stomp on V1. S1 was not located. V1 was transported to the hospital via ambulance.



Assault 2---w/a Dangerous Weapon / Damage to Property / Discharge Weapon

21st Ave N & Bryant Ave N Friday 8/9/13 2110hrs 13-259826

V1/male, 25 yrs, & V2/male, 22 yrs, were in a vehicle when they were shot at 7 times by known S1/male. V1 stated he was in a bank parking lot when he saw S1 with a handgun prior to the shooting. V1 stated S1 waived the handgun at him while they were in the lot. Officers learned that the house at 21XX Bryant Ave N, belonging to V3/female, 43 yrs, was struck twice, but no one was injured. V1 reported a bullet hole in the rear of vehicle. Also, there was damage to the front bumper of his vehicle. No injuries.



Assault 2---w/a Dangerous Weapon / Assault 5 / Discharge Weapon

33XX Girard Ave N Saturday 8/10/13 1350hrs 13-260671

Officers responded to a fight call with numerous parties involved which also involved a gun, sticks, & bats. En route to the call, officers learned that shots had been fired. S1/male, 38 yrs, the party with the gun, fled the scene prior to officer’s arrival but was ID’d by people on the scene. AP1/male, 17 yrs, was cited & released for 5th Degree Assault & all other parties were ID’d & sent.



Assault 2---w/a Dangerous Weapon

14th Ave N & Oliver Ave N Sunday 8/11/13 0409hrs 13-261632

Officers were dispatched to the hospital for a Shooting report. V1/female, 18 yrs, stated she was in the above area sitting in a vehicle when she heard 4—5 shots & realized she had been shot in her thigh. V1 stated she saw S1/male, 15-16 yrs, running away but did not get a good look at him. V1 stated friends drove her to the hospital in a different vehicle than the one she was shot in. V1 gave a different story to medical staff as to where she was sitting in the vehicle when she was shot. Staff advised officers that V1’s wound was non-life threatening. There were 2 wounds to V1’s leg.









Assault 2---w/a Dangerous Weapon

36XX Aldrich Ave N Monday 8/12/13 2345hrs 13-263658

Officer responded to a Shooting at the above location & observed V1/male, 22 yrs, lying on the ground in the front yard. There was a group of approx. 10 people standing around & no one was very cooperative. V1 had been shot in the hip. W1/female, 25 yrs, stated she observed a vehicle stop to the south of the address & unknown S1/male, exited the vehicle & argued with people in front of the address. The vehicle left & S1 shot approx. 5 times, according to W1. W2/male, 25 yrs, state he was coming to visit his friend, V1, & heard arguing in the street. W2 stated he heard approx. 8-9 shots & observed a dark-colored Grand Am driving away. V1 was transported to the hospital with a non-life threatening gunshot wound.

37TH Ave N & Lyndale Ave N Tuesday 8/6/13 1501hrs 13-255210

Officers were flagged down by V1/female, 22 yrs, who stated she was at the bus stop at the above location when several unknown young males surrounded her. S1 grabbed the wallet in V1’s backpack & then grabbed her cell phone before fleeing with the others. Parties matching the description of possible suspects were located, but during a “show-up”, V1 was unable to positively ID anyone. V1 was not injured. The cell phone is valued at $600.

25XX 4th St N Tuesday 8/6/13 1920hrs 13-255579

Officers were dispatched to the above location on an Assault & met V1/male, 40-50 yrs. V1 stated he was driving around the north side & observed unknown S1/male, 18-25 yrs. V1 stated he felt sorry for S1 because it was raining outside & offered him a ride. S1 told V1 to drop him off in the above area & when V1 stopped, S1 struck V1 in the back of the head with an unknown object. V1 stated unknown S2/male, 18-25 yrs, got into the vehicle & helped S1 take V1’s cell phone & a cashier’s check. V1 stated he fought with S1 & S2 & then fled from the scene. V1 refused medical attention.

41XX Girard Ave N Tuesday 8/6/13 2155hrs 13-255726

V1/female, 23 yrs, was coming back from the store when unknown S1 & S2, males, 18-25 yrs, pushed her off her bike in the above area, causing her to fall to the ground. V1 had minor scrapes on her elbow. V1 was struck by the suspects in the face with closed fists. Suspects demanded her wallet & S1 produced a handgun. V1 gave S1 her wallet containing $15 in cash & ID. Suspects fled the area. V1 refused medical attention.

26XX Girard Ave N Wednesday 8/7/13 0815hrs 13-256130

V1/male, 27 yrs, stated he was walking in the above area when he was pushed to the ground from behind. V1 stated that unknown S1/male, 16-21 yrs, held him to the ground while unknown S2/male, 16-21 yrs, went through his pockets. Suspects took V1’s book bag which contained $150 worth of books & his wallet, containing $15 in cash. Suspects then fled. Prior to the Robbery, V1 observed the suspects sitting on the porch of 27XX Girard Ave N. V1 did not require medical attention.



ROBPER (Attempt)

34th Ave N & Morgan Ave N Wednesday 8/7/13 2226hrs 13-257149

Officers responded to the above location on an Assault in progress & spoke to V1/male, 39 yrs. V1 stated unknown S1/male, approached him & demanded his backpack & cell phone. V1 continued walking & S1 came up from behind him & punched him on the side of his face. S1 then tried to pull V1’s backpack away from him & V1 attempted to run while S1 continued punching him. S1 was unable to pull V1’s backpack away. V1 yelled for help when a car approached & S1 fled on foot. V1 had scrapes on his elbows, his hand, & his cheek appeared to be swollen. V1 stated he would take himself to the hospital to get checked out. No loss.

Lowry Ave N & Penn Ave N Thursday 8/8/13 0045hrs 13-258738

V1/male, 55 yrs, stated he was waiting for the bus at the above location when he felt someone bump into him from behind. V1 stated he was surrounded by 4 people, 14-16 yrs, 2 of which were females. Unknown S1 punched V1 in the mouth & S2 had his hand under his shirt, feigning that he had a gun. S2 demanded V1’s “stuff” & someone tried to pull the backpack off V1, which caused it to rip. A vehicle drove by & suspects fled. The Good Samaritans observed the incident & drove V1 home. No loss. V1 refused medical attention. The incident was captured on SICM cameras & a copy will be property inventoried.

41st Ave N & Bryant Ave N Thursday 8/8/13 0200hrs 13-257432

V1/male, 34 yrs, stated he was with V2/female, 25 yrs, his girlfriend, & when they were walking on 41st Ave between Bryant & Colfax, 2 unknown males, 18-25 yrs, approached them on foot. Both suspects had handguns. V1 stated he threw his cell phone down by a fence so it would not be taken. S1 put the handgun to V1’s head & took his wallet that contained a check & ID. S2 robbed V2 of her cell phone & V2 fled on foot. V1 said both suspects ran to a Grand Am & fled the scene. V1 was not injured & refused medical attention. Officers were unable to locate V2.



ROBPER (Attempt)

5th Ave N & Queen Ave N Thursday 8/8/13 1000hrs 13-257845

V1/female, 16 yrs, stated she was walking in the above area & had her cell phone out & was looking down at the screen. Unknown S1/male, 19-25 yrs, approached V1 & asked if he could use her cell phone. V1 refused & attempted to walk away. S1 grabbed at V1’s phone, but she pulled back & the phone hit her on the lip. S1 fled on foot. V1 was not injured & there was no loss.

34XX 4th St N Thursday 8/8/13 1203hrs 13-257839

V1/female, 31 yrs, was walking in the above area when she heard unknown S1/male, 18-20 yrs, run up behind her. V1 stated S1 grabbed her cell phone & began hitting her…knocking her to the ground until he got the phone. S1 then fled on foot. V1 complained of injuries to her leg, forearm, & finger. V1 was transported to the hospital by ambulance as she was unable to stand on her own.

Mount View Ave & Oliver Ave N Saturday 8/10/13 0100hrs 13-260176

Officers responded to a Robbery of Person & met V1/male, 55 yrs, & OT1 who translated for V1. V1 stated he left work in Wayzata & became lost in St. Paul. V1 asked 2 unknown males, 26-27 yrs, on University Ave for directions. Suspects told V1 they needed gas & had a gas can, so they asked V1 to give them a ride to a gas station. Suspects eventually directed V1 to follow them in his vehicle to the above area, where they told him to get out of his car & they would give him further directions. When V1 exited his vehicle, suspects punched & kicked V1 several times, knocking him to the ground. Suspects removed V1’s wallet which contained $250. Suspects took the cash & left the wallet. Suspects fled in a Chevy Blazer. V1 was bleeding from his very swollen lips & had scraped forearms, but refused medical assistance.

30th Ave N & Morgan Ave N Saturday 8/10/13 0104hrs 13-260143

V1/female, 29 yrs, stated she was walking in the above area when she was approached by 2 unknown males, 18-25 yrs, who came up from behind her on foot. S1 put a gun to her head & robbed her while S2 & S3 stood nearby. S1 opened V1’s purse & took $120 in cash. After the robbery, suspects all fled on foot. V1 was not injured & refused medical attention. Officers checked the area for the suspects but were unable to locate them.

28XX Humboldt Ave N Saturday 8/10/13 1625hrs 13-260804

Officers responded to an Assault & met V1/male, 25 yrs, who had swelling on the side of his face & complained of possible internal injuries & injuries to his rib area. V1 stated he was walking in the above area when he was approached by 2 unknown males, 20-25 yrs, who asked what he was doing. S1 started punching V1 & he fell to the ground. Both suspects punched & kicked V1 & checked his pockets, which were empty. Suspects left on foot. There was no loss. V1 stated he could possibly ID the suspects if he saw them again. V1 was transported to the hospital via ambulance.

27XX Penn Ave N Saturday 8/10/13 2245hrs 13-261222

V1/female, 23 yrs, stated she was standing at the bus stop on the corner of 27th Ave N & Penn Ave N when she was approached by 2 unknown males. S2 yelled at S1 “Don’t do it”, but S1 pulled out a pistol from his pocket & put it to V1’s head. S1 demanded V1’s purse & cell phone. V1 stated her purse contained ID & a Polaroid Tablet. The entire loss is valued at over $900. Suspects fled on foot & V1 was not injured.

Broadway Ave W & Fremont Ave N Sunday 8/11/13 0404hrs 13-261634

Officers responded to a Robbery & met V1/male, 39 yrs, who had difficulty speaking & stated he did not remember much about the incident. V1 stated he was at the bus shelter when he was approached by 2 unknown males, 19-23 yrs, who demanded his property. V1 stated S1 struck him in the head with a semi-automatic handgun. Both suspects kicked V1 & attempted to take his shoes, but were unable to. Suspects stole V1’s baseball cap & a pre-paid cell phone. V1 had a laceration to his forehead & sore ribs & was transported to the hospital via ambulance.

23XX 4th St N Monday 8/12/13 1820hrs 13-263280

V1/male, 11 yrs, stated he was riding his bike out of an alley in the above area when a black vehicle pulled up in front of him. S2/male, got out of the passenger seat & pointed a gun at V1. S2 took V1’s bike & put it in the trunk of the vehicle. S2 took another bike out of the trunk & gave it to V1. Two backseat passengers showed V1 they had knives in their waistbands. All parties got back into the vehicle & drove off. V1 was not injured. The bike is valued at $100.











WEAPONS:

WEAP---Carry a Weapon w/out a Permit / Narcotics Violation / Discharge Weapon

36XX Fremont Ave N Tuesday 8/6/13 0952hrs 13-254879

Officers responded to a Shots Fired call at the above location & observed a vehicle in the rear that had open windows & live ammunition was discovered in plain view on the floor. Officers searched the abandoned vehicle & located suspected marijuana, a loaded handgun, & the title for the vehicle. Medications were located in the name of AP2/male, 24 yrs. AP2 & AP3/female, 26 yrs, were hanging out in the area, watching officers check the van. AP2 & AP3 admitted the van belonged to them & they were the only people inside it. Both AP’s were booked in HCJ for PC Weapons. Another party, AP1/male, 29 yrs, was booked in HCJ for a Felony warrant.



WEAP—Carry a Weapon w/out a Permit / Excess Sound-Motor Vehicle

Hillside Ave & Irving Ave N Wednesday 8/7/13 2013hrs 13-256967

Officers were traveling behind a vehicle with extremely loud music playing. The bass was so loud officers could feel the vibrations. Officers initiated a Traffic Stop & could smell the distinct odor of marijuana coming from insde the vehicle. During a subsequent search, officers located a semi-automatic handgun in the glove box. AP1/ male, 22 yrs lives in Texas & admitted he did not have a permit to carry the weapon in either Texas or Minnesota. AP1 was booked in HCJ for PC Weapons.



WEAP---Carry a Weapon w/out a Permit / Narcotics Violation

29XX Knox Ave N Thursday 8/8/13 1300hrs 13-257993

A Narcotics Search Warrant was executed at the above location & officers recovered numerous pieces of evidence, including a rifle. Items were property inventoried. AP1/male, 27 yrs, was arrested & booked in HCJ for PC Narcotics.



WEAP---Carry a Weapon w/out a Permit / Loiter-Intent Narcotics

26XX Emerson Ave N Thursday 8/8/13 1604hrs 13-258148

Officers were on patrol & observed 2 males standing in traffic near the open window of a vehicle belonging to AP1/female, 27 yrs. It appeared that AP1 & AP2/male, 28 yrs, were making a drug transaction. AP3/male, 28 yrs, was observed with a marijuana cigar. Officers approached the males & both AP2 & AP3 had marijuana in their possession. AP1 was the lone occupant of the vehicle & she admitted she did not have a DL or insurance. The vehicle was searched & officers recovered a semi-automatic handgun in AP1’s purse. AP was booked in HCJ for PC Weapons. AP2 & AP3 were both cited & released for loitering.



WEAP---Carry a Weapon w/out a Permit / Warrant

26XX Fremont Ave N Friday 8/9/13 2106hrs 13-259814

Officers received information from a confidential reliable informant that 3 parties were at the above location & they had pointed a firearm at him earlier. The CRI stated he knew that some of the parties were gang members. Officers arrived at this location & AP1/male, 27 yrs, fled on foot but was apprehended in a van next to a shotgun & handgun. Once detained, AP1 removed a clear baggie containing a powdery substance believed to be narcotics. AP1 was booked in HCJ for PC Weapons. AP2/male, 40 yrs, was booked in HCJ on a Felony Warrant.



WEAP---Carry a Weapon w/out a Permit

37XX Thomas Ave N Sunday 8/11/13 0051hrs 13-261402

Officers were dispatched to the above location on a party call. Officers advised people in the street to get into their vehicles & leave the area. When officers were making sure AP1/male, 20 yrs, was going to get into his vehicle, they observed a handgun in plain view on the driver’s side floor. AP1 was booked in HCJ for PC Weapons.

ARSON:

10XX 25th Ave N Sunday 8/18/13 1200hrs 13-270760

MFD responded to a fire at this location. OT1/female, 37 yrs, stated her brother stopped by her house & told her that her recycling bin & garbage can were burned to the ground. MFD noted this & observed that most of the contents burned into a pile of debris on the driveway. The owner stated nothing was missing inside the garage. MFD determined that the cause of the fire was Arson. Estimated damage is $400. No suspects. No injuries.







Arson (Attempt) / Bomb/Incendiary Device

9XX 11th Ave N Monday 8/19/13 0212hrs 13-271420

MPD responded to the report of a suspected hazard. Officer was flagged down by V1/female, 46 yrs. Officer observed a glass bottle with a rag on top & what appeared to be paper stuffed in the bottle. There was liquid on the ground that smelled like a chemical such as kerosene & paint thinner. V1 stated that while she was with her friend, OT1/male, 30 yrs, known S1/female, 31 yrs, arrived on the scene. S1 is the ex-girlfriend of OT1 & is angry that he is friends with V1. OT1 & S1 got into a verbal argument & all parties left the scene. Later, W1/female, 18 yrs, the daughter of V1, observed S1 & her daughter, OT2/female, 14 yrs, place something next to the garage & attempt to light it. W1 told V1 & V1 opened the door to confront S1 & OT2, but they fled in their vehicle. The Molotov cocktail did not explode & there was no damage or injuries. Evidence was collected & information was gathered on S1.









ASSAULT:

Assault 2---w/a Dangerous Weapon / Damage to Motor Vehicle / Discharge Weapon

51XX Mississippi Dr N Wednesday 8/14/13 1936hrs 13-265884

Officers responded to the report of Shots Fired in Mississippi Regional Park where a picnic was going on. Officers located V1/female, 16 yrs who had a gunshot wound to her upper arm & one to her lower forearm. V1 stated she was in a vehicle parked in the lot close to the main pavilion when a dark SUV pulled up & the occupants exited & shot her in the arm. Officers attempted to get information from V1’s friends but they were all uncooperative. A witness observed the driver of the SUV shooting at several vehicles in the lot, including in the direction of the vehicle V1 was in. W1 stated males got back into the SUV & drove off. The vehicle belonging to W1 was also damaged by the shots fired, so she is listed in the report as V2. V1 was transported to the hospital via ambulance with non-life threatening wounds. Several casings were located & several vehicles were damaged.

41XX Bryant Ave N Thursday 8/15/13 1846hrs 13-267212

Officers responded to the report of Shots Fired in the above area. OT1/female, 41 yrs, stated her cousin, V1/male, 27 yrs, was being transported to the hospital for a gunshot wound in his leg. OT1 stated she saw V1 & OT2/male, 49 yrs, sitting on the front porch of 41XX Bryant & heard multiple shots. OT1 then observed V1 grab his leg & state he had been shot. OT1 stated she did not see the shooter(s) but thought the shots were coming from the south of her address. Officers were unable to locate any type of crime scene on the block. V1 suffered a non-life threatening wound.



Assault 2---w/a Dangerous Weapon / Discharge Weapon

37XX Fremont Ave N Friday 8/16/13 1702hrs 13-268373

Officers responded to a Shooting at 37XX Fremont Ave N & located V1/male, 21 yrs, lying on the ground in the yard at this address. V1 had been shot in the leg & was lying face down. When asked what happened, V1 replied he did not know. V1 stated he did not see anyone & all he heard were shots & then realized he had been hit. Several males standing in the area stated they did not see anything. V1 was transported to the hospital via ambulance with a non-life threatening wound.



Assault 2---w/a Dangerous Weapon / Damage to Property

6XX 23rd Ave N Saturday 8/17/13 0139hrs 13-269111

Officers were dispatched to the report of a bullet going through a window at the above location. V2/male, 37 yrs, showed officers a red mark on his head that came from either the shot or glass breaking. V2 declined medical assistance. V2 stated he was at the residence visiting OT1/female, 28 yrs, his girlfriend.

V1/female, 50 yrs, is the mother of OT1 & lives at this location. OT1 & V1 stated they didn’t have a “beef” with anyone & have no idea why or who would do this. No suspect info.









Assault 2—w/a Dangerous Weapon

22XX Broadway Ave W Saturday 8/17/13 1420hrs 13-269619

Officers responded to the report of a Person with a Weapon. According to V1/female, 21 yrs; V2/female, 22 yrs; & V3/female, 22 yrs, AP1/male, 41 yrs, threatened them with a knife while they were in the restaurant at the above location. AP1 said he would cut the victims as he waved the knife just inches from their faces. AP1 left the area but officers were able to locate him from the description provided by the victims. AP1 threw the knife to the ground when confronted by officers & was apprehended. During a “show-up”, victims positively ID’d AP1 as the person who threatened them. AP1 was booked in HCJ for PC Assault 2. No injuries.



Assault 2---w/a Dangerous Weapon / False Imprisonment

38XX Thomas Ave N Saturday 8/17/13 1831hrs 13-269837

Officers were dispatched to a Shots Fired call & learned that someone had been pistol whipped & hit twice in the head with a gun, which was also pointed in his face. Officers also learned there were at least 5 males inside the above address & a gunshot had been heard from inside. Officers approached & V1/male, 32 yrs, exited the front door. Another male began to exit with V1, but went back inside & slammed the door. V1 stated the parties inside the house hit him with the pistol, doused him with what he thought was gasoline, & attempted to light him on fire. These parties also attempted to prevent an escape by V1. AP2/male, 36 yrs, & AP3/male, 35 yrs, were apprehended when they fled the rear of the address. AP1/ male, 32 yrs, was also apprehended when he exited the rear of the address. During a “show-up”, V1 positively ID’d all 3 AP’s as the ones involved in the assaulted. All 3 parties were booked in HCJ for PC Assault 2 & PC False Imprisonment.

16th Ave N & Irving Ave N Sunday 8/18/13 0330hrs 13-270544

Officers were dispatched to the hospital on the report of a shooting victim. Hospital staff stated V1 was currently getting a cat scan & that his injury was non-life threatening. When officers were able to speak to V1, he stated he was driving in the above area on the way to his friend’s house when a blue minivan approached his vehicle from the rear. V1 stated he stopped & when the minivan passed him, V1 saw a person wearing a white hoodie leaning out the front passenger seat. V1 heard a gunshot & heard his window break. V1 ducked for cover & when the shots stopped (V1 heard a total of 3), he leaned back up & continued to his friend’s house. V1’s friends took him to the hospital. V1 had 1 bullet wound making 3 wounds during its path, according to the hospital staff. Again, the wound was non-life threatening.



Assault 2---w/a Dangerous Weapon

30XX Thomas Ave N Sunday 8/18/13 1910hrs 13-271082

Officers were dispatched to the above location on a fight & observed V1/female, 15 yrs, walking towards a vehicle with blood dripping down her face. V1 had a severe laceration above her eye that was 2 inches wide & very deep. OT1/female, V1’s aunt, stated she was going to drive V1 to the hospital. OT1 told officer that she received a call saying she was needed as V1 had been hit in the head with a pole. OT1 did not see any suspects on the scene, but V1 told her that S1/male, 15 yrs, is the one who hit her with the pole. A witness stated she observed a tan/gold vehicle pull up & a group of females got out & began yelling at her, W1/16 yrs. S1 exited the vehicle holding a steel pole. The females assaulted W1 & when V1 walked out of the residence to see what was happening S1 hit V1 with the pole. V1 fell & S1 fled in the vehicle with the females. V1 received medical treatment at the hospital. Information was gathered on S1.



Assault 2---w/a Dangerous Weapon / Damage to Motor Vehicle

39th Ave N & Colfax Ave N Sunday 8/18/13 1938hrs 13-271113

Officers responded to the report of Shots Fired & met V1/male, 40 yrs, standing near his vehicle. V1 thought he may have been grazed by a bullet but realized it was scratches from broken glass. V1’s vehicle had several bullet holes in it—1 through the windshield close to the passenger side; 2 in the driver’s rear window, & another on the passenger side rear window. V1 stated he used to be a gang member when he was younger & since getting out of prison in 2009, he’s avoided gang life. V1 also stated he was recently “jumped” outside the 4th Street Saloon on 8/2 & the main suspect was S1/male, 31 yrs, On 8/18, V1 was in his vehicle & observed S1 & S1’s brother standing in a yard. V1 was stopped & waiting to turn when he saw S1 reach into his pants, pull out a handgun, & point it at his vehicle. S1 shot at least 3 times & V1 sped off in his vehicle. It appears that 2 rounds that went through the rear passenger window missed V1’s head by only a few inches. V1 was not seriously injured.

Broadway Ave W & Emerson Ave N Sunday 8/18/13 2020hrs 13-271188

Officer was dispatched to the hospital on an Assault report & met V1/male, 21 yrs, who was wearing a neck brace. V1 stated he was walking in the above area when a blue Nissan or Honda pulled up & 2 males jumped out of the vehicle & ran up to him. S1 punched V1 in the face & head several times. S2 pulled out a crowbar & hit V1 in the head. The same suspects had beaten V1 up a month ago & robbed him. V1 stated he doesn’t know their names, but the suspects are from the neighborhood. V1 believes that S2 is a fugitive.

9XX Penn Ave N Sunday 8/18/13 2144hrs 13-271230

Officers responded to the report of a shooting at the above location & as they approached the house, they heard several voices shouting. V2/male, 33 yrs, was sitting on a chair with a leg wound. V1/male, 34 yrs, was lying on his back with a wound to his side. Ambulances were ordered Code 3 (emergency). V2 was asked several times who the shooter was & all he said was he saw a sedan after hearing gunshots. V1 provided no information regarding the incident. The street & front of the house were checked for bullet damage, but none was located. Both victims were treated at the hospital & officers were told their injuries were non-life threatening.



Assault 2---w/a Dangerous Weapon / WEAP---Carry a Weapon w/out a Permit

35XX Fremont Ave N Monday 8/19/13 1830hrs 13-272058

V1/female, 23 yrs, was standing outside the above location when AP1/ male, 28 yrs, 1/6/85, approached & slapped her in the face. They argued & AP1 attempted to have his girlfriend, AP2/26 yrs, fight with V1. Instead, AP1 got into a vehicle driven by AP2 & they drove a few houses away where AP1 leaned on the top of the truck hood & fired a handgun at V1. The bullets missed, but there were 3 small children standing in front of the house. The truck was later located & the AP’s were apprehended. V1 & a witness ID’d AP2 as the driver of the truck & AP1 as the party who shot at V1. AP1 was booked in HCJ for PC Assault 2 & PC Weapons. AP2 was booked in HCJ for PC Assault 2.

35th Ave N & Fremont Ave N Tuesday 8/13/13 1630hrs 13-264456

Officer responded to a Robbery of Person & met V1/male, 25 yrs, who stated he was at the bus stop at the above location, talking on his phone. V1 heard someone behind him tell him to give him his phone. V1 hung up & fled without turning around. Unknown S1/male, 17-22 yrs, grabbed V1 by the arm, but couldn’t hold onto him. Unknown S2/male, 17-22 yrs, tackled V1 to the ground. S1 punched V1 in the face, causing him to drop his phone. Suspects took the phone & fled in a vehicle. V1 sustained a bloody nose & bruising around his eye, but refused medical attention. The Smart phone is valued at $830.

33rd Ave N & Fremont Ave N Tuesday 8/13/13 1800hrs 13-264564

Officer was dispatched to an Assault in Progress & met V1/female, 43 yrs. V1 spoke limited English, but did her best to communicate the incident. V1 stated she got off the bus at the above location & 4 other females got off at the same intersection with her. V1 began walking & heard one of the females state “Give me your purse, your money, & your cigarettes.” V1 turned around & observed S1/16-19 yrs, standing in front of her with a mean looking face. V1 opened her purse to show S1 she did not have anything except her medication. S1 grabbed V1’s purse & attempted to pull it away, but was unsuccessful. The 4 females eventually walked away. V1 was frightened & ran home before calling 911. No loss.

Officer was dispatched to a Robbery of Person & remarks stated that an elderly female was just robbed & medical attention had been started. Officer observed that V1/female, 56 yrs, was having a possible panic attack & he spoke with her until medical arrived. V1 refused medical attention. V1 stated she walked up to her apt bldg. door & an unknown male came out & grabbed her by the hair. S1 threw V1 to the ground, grabbed her purse, & ran. V1 was too upset to remember what was in her purse at the time of the incident. No weapons were seen or implied.

45th Ave N & Aldrich Ave N Friday 8/16/13 0230hrs 13-267763

Officers responded to a Robbery of Person & located V1/male, 45 yrs, who had a cut on the side of his head. V1 stated he was at the Gay 90’s with a group of people & 2 people, S1/20-28 yrs, & S2/male, 20-30 yrs, asked him for a ride. When V1 reached the above area, S1pointed a handgun at him & demanded his belongings. V1 told the suspects he didn’t have anything. S1 then struck V1 in the head with the gun & took V1’s wallet which contained $300--$400 in cash & his social security card. The suspects also took 2 cell phones from V1. S2 told S1 to shoot him, but V1 sped off in the vehicle. Ambulance arrived & advised V1 that he would need stitches. V1 declined an ambulance ride & went with his roommate to the hospital.

V1/female, 21 yrs, came into the 4th Pct to report that she had been robbed. V1 stated she was walking in the above area when an unknown male came up from behind her & grabbed her neck. S1 then demanded V1’s wallet. V1 took the wallet from her bag & handed it to S1 over her shoulder. V1 stated she did not see the suspect & was not injured. Loss included ID & $350 in cash.

22XX 4th St N Saturday 8/17/13 0210hrs 13-269160

Officers responded to the report of a shooting & met V1/female, 45 yrs, who stated she & W1/male, 51 yrs, were walking from the 4th St Saloon to W1’s car when 2—3 males walked up to her. One of these males said something then rifled through her pockets. V1 believed it was a Robbery & stated she heard 1—2 gunshots & fell to the ground. V1 stated she never saw a gun. V1 had injuries to her face & was bleeding from her eye & possibly her nose. EMS arrived & transported V1 to the hospital. While V1 was having a cat scan, officers spoke to W1 who was drunk & uncooperative. The cat scan showed the wound V1 received was not a gunshot wound. It is unknown at this time if there was any loss.

Officer responded to the hospital on an Assault report & spoke to V1/female, 42 yrs. V1 stated she cleaned the downstairs unit at this location & when she was leaving, known S1/male, & known S2/female, came from upstairs & confronted her outside. S2 held V1 while S1 punched her in the eye. S1 took $400 in cash from V1’s purse. V1 stated she did not call police immediately because she was in too much pain.

Office observed that V1’s eye was very bloodshot.

Officers responded to a Robbery of Person call & spoke with V1/male, 26 yrs, who gave specific information regarding 3 suspects & the apt. where the Robbery occurred. V1 stated he was hit with a shotgun & the suspect had a handgun. Officers called one of the parties & ordered them out of the apt. Officers checked the apt. & a shotgun & pistol were located in plain view. A search warrant was drafted & the weapons were recovered. During a “show-up”, AP2/male, 18 yrs, was ID’d as the party who Assaulted & Robbed V1. AP1/male, 21 yrs, was also present but was not involved. AP2 was booked in HCJ for PC Robbery. AP1 was booked in HCJ for PC Weapons.

14XX James Ave Wednesday 8/14/13 1937hrs 13-265886

Officers responded to a Person with a Gun call & learned that this incident was related to an incident that occurred the previous day in North Commons Park. OT1/female, 40 yrs, stated the group that was involved in the fight at the park was trying to jump her daughters. W1/female, 38 yrs also stated this fight was an ongoing incident & that during a fight several people had pipes. W1 stated she saw AP1/ male, 27 yrs, with a long gun. AP1 was pointing the gun at someone on the ground & yelling. Another party stopped AP1 from shooting. AP1 was booked in HCJ for PC Weapons & a Felony Warrant.



WEAP ---Carry a Weapon w/out a Permit / Narcotics Violation

30th Ave N & Girard Ave N Friday 8/16/13 1527hrs 13-268274

Officers initiated a Traffic Stop as the driver was not wearing a seatbelt. Officers could smell the strong odor of marijuana coming from the vehicle. While investigating, AP1/male, 37 yrs, fled from the vehicle. AP1 was apprehended & both marijuana & PCP were found on his person. Officers recovered more marijuana in the center console of the vehicle. Officers also located a loaded handgun in the area where AP3/ male, 28 yrs, had been seated. No one in the vehicle had a permit to carry a weapon. AP1 was booked in HCJ for PC Narcotics. AP2/male, 34 yrs, & AP3 were booked in HCJ for PC Weapons.

V1/male, 32 yrs, was found DOA in a vehicle at this location. The case is under investigation.











ARSON:

16XX Irving Ave N Wednesday 8/28/13 2231hrs 13-283571

MFD responded to a vehicle fire at the above location & found a Cadillac fully engulfed with fire in the interior. There was another vehicle next to it that started to burn as the result of being in close proximity. A gas can was found burning a few feet from the car. A neighboring witness stated she heard someone trying to start the Cadillac the previous evening. The witness did not see anyone in or around the vehicle. MFD determined the cause of the fire was Arson. Estimated damage to the Cadillac was $20,000 & $10,000 in damage to the Volvo that was near it. No suspects or injuries.

33XX Aldrich Ave N Saturday 8/31/13 1641hrs 13-287077

Officers were dispatched to assist MFD regarding a small mattress fire behind 33XX Aldrich Ave N. Numerous people were observed spraying the mattress with water hoses. A wooden fence also appeared to have burn damage. W1/male, 24 yrs stated he observed S1/male, 8-10 yrs, riding his bike in the area & standing by the mattress. S1 fled on his bike after he noticed that W1 observed him near the mattress. Later, W1 observed S1 & 2 females, 8-10 yrs, riding their bikes into the alley. W1 observed smoke after the kids rode off on their bikes & observed the mattress on fire. MFD arrived on the scene. V1 stated he did not see or hear anything. No injuries. W1 knows S1 from the neighborhood.

15XX 30th Ave N Sunday 9/1/13 1541hrs 13-288318

MFD responded to a fire at the above location (Jordan School). A large volume of black smoke was coming from the back of the school & at first it was feared that the school itself was on fire, but it was determined to be playground equipment. 3—4 glass doors that lead from the school to the playground had cracked glass, but it was unknown if they were like that prior to the fire or if the heat caused them to crack. Smoke from the fire set off the school fire & burglar alarms. MFD determined it was likely an accelerant was used to start this fire & the cause of the fire was Arson. No suspects or injuries. Estimated property damage is $3000.

7th Ave N & Humboldt Ave N Sunday 9/1/13 2324hrs 13-288759

MFD responded to a vehicle fire at the above location & observed that the fire inside the vehicle had burned itself out. The car registered to a St. Paul address but had not been reported stolen. The fire was confined to the interior & appeared to have been started on the driver & passenger seats. Part of the steering wheel; dash; & center console were melted from the fire. MFD determined the cause of the fire was Arson. No suspects or injuries. Estimated property damage is $8000.







ASSAULT:

Assault 2---w/a Dangerous Weapon

21st Ave N & Broadway Ave W Tuesday 8/27/13 0102hrs 13-281227

Officer was flagged down by V1/male, 52 yrs, who yelled for help stating he had been shot. V1 had a large amount of blood coming from his calf. V1 first stated he was shot on 35th & Lyndale but changed his story to the McDonalds on W Broadway & Dupont Ave N. V1 was transported to the hospital via ambulance. V1 was not able to tell officer if the shooting happened in a vehicle, house, or outside. V1 was also unable to give a suspect description or how many shots were fired. V1 only stated he heard shots & ran then noticed he was shot in the leg. V1’s wound is non-life threatening.

Golden Valley Rd & Penn Ave N Thursday 8/29/13 1251hrs 13-284154

V1/male, 60 yrs, was parked at the above location & known S1/male approached & smashed out the back & front windows of the vehicle. V1 stated S1 pulled out a .38 handgun & threatened to kill him. V1 stated he might owe money to S1. V1 was not injured. S1 left in a vehicle after the incident & officers stopped him but did not locate a gun in S1’s vehicle.

Assault 2---w/a Dangerous Weapon / Damage to Motor Vehicle

17XX Irving Ave N Friday 8/30/13 1833hrs 13-285767

V1/male, 51 yrs, was riding his bicycle when AP1/male, 13 yrs, & others, lunged at him. V1 stopped & advised the children not to act like that. AP1 acted like he had a gun & another juvenile pulled up AP1’s shirt to show V1 the butt of a handgun in AP1’s waistband. V1 got on his bike & AP1 shot V1 twice in the back with a BB gun. V1 had a neighbor take the BB’s out of his skin. V2/female, 33 yrs, had her vehicle windows shot out. The gun was confiscated & AP1 was booked in JDC for PC Assault 2. V1 refused medical attention.

10XX 21st Ave N Sunday 9/1/13 0257hrs 13-287878

Officers responded to the above location on the report of Shots fired & located a vehicle attempting to leave the area. V1/female, 24 yrs, was inside the vehicle & had been shot. V1 was shot in the side of her stomach/rib area. A witness stated V1 entered the rear door of the above address for the “after bar” & after W1 heard a shot, she observed V1 fall to the ground. Everyone left the house & someone grabbed V1, taking her to the car. Medical staff reported that V1 was in critical but stable condition. The bullet entered her chest, but did not exit, so she required surgery. Other witnesses refused to provide information about the shooting or suspects.

8XX Newton Ave N Sunday 9/1/13 0534hrs 13-287956

Officers responded to a shooting & learned from V1/male, 33 yrs, that gunshot rounds came through his bedroom window. V1 had a small hole in his calf, but he did not think it hit bone, just pierced his flesh. There were 2 bullet holes along the bottom of the window sill & officers located 2 shell casings along the fence. One round went into V1’s mattress, through his pillow, & into the wall. No known suspects or suspect information. V1 was transported to the hospital via ambulance.

27XX Fremont Ave N Sunday 9/1/13 1245hrs 13-288215

Officers were dispatched to the report of Shots Fired at the above location. Officers met V1/female, 22 yrs, & V2/female, 24 yrs, at V2’s house on Bryant Ave N. Victims stated they were driving in the above area when S1/male, 24 yrs, an acquaintance, spotted them driving by. Unknown S2/male, 27-35 yrs, was with S1 & pulled out a handgun. S2 fired a round at the passing vehicle & it struck V2’s passenger door, where V1 had been sitting. No one was injured. Officers checked the area but did not locate any spent shell casings. Suspects were not located. No injuries.

18th Ave N & Morgan Ave N Wednesday 8/28/13 2000hrs 13-283410

Officers responded to a Robbery of Person & met V1/female, 15 yrs. V1 stated she was walking home & noticed unknown S1/male, 17-20 yrs, riding a bike towards her. V1 thought S1 would ride by, but he stopped & pulled a knife from his pocket. S1 pointed the knife at V1 while grabbing her purse. V1 initially pulled back on the purse, but S1 started to wave the knife, so V1 let go. S1 rode off with the purse. V1 was not injured. Loss included make-up; head phones valued at $100; & a $500 cell phone.

Lowry Ave N & Russell Ave N Wednesday 8/28/13 2149hrs 13-283503

Officers responded to a Robbery of Person & were flagged down by V1/male, 16 yrs. V1 stated he exited an MTC bus at Lowry & Penn Ave N & began to walk home when he was approached by 3 unknown males, 12-18 yrs. One of the males asked V1 for the time, & when he took out his phone to check, he was punched in the face, knocking him to the ground. V1 got up & started to run, but was chased by the suspects who hit him again. Suspects attempted to take V1’s phone, but he fought back. However, one of the suspects stole V1’s wallet that did not contain any cash. V1’s eyeglasses were broken during the incident. V1 did not require medical attention & was escorted home.

16th Ave N & Emerson Ave N Thursday 8/29/13 1158hrs 13-284118

V1/male, 17 yrs, was waiting at the above location when unknown S1/male, 20-24 yrs, came up behind him & grabbed the “Kindle” from his hands. V1 stated another male came back & asked for the password as he held his hands behind his back as if he had a gun. V1 stated the password was long & he would have to write it down. S1 fled to a vehicle & drove off. V1 was not injured. The Kindle is valued at $200.

Lowry Ave N & Penn Ave N Friday 8/30/13 1030hrs 13-285269

V1/female, 35 yrs, was walking in the above area when she was approached by 2 unknown males, 18-22 yrs, who asked her for a cigarette. V1 stated she did not have one. One of the suspects pushed V1 in the back, causing her to fall to the ground. The other suspect grabbed V1’s purse & both suspects fled on foot. V1 refused medical attention. Loss included misc. ID; a money order for $560 made out to V1; & her purse valued at $100. Base 600 was notified to check cameras in the area for a possible video of the incident.

43rd Ave N & Oliver Ave N Friday 8/30/13 2058hrs 13-285927

Officers were dispatched to 44th & Penn Ave N on an Assault that just occurred. V1/male, 18 yrs, stated he met S1 in the above listed area to buy an i-Phone. V1 walked up to known S1/male, 18-20 yrs, who was with known S2/male, 18-23 yrs, & unknown S3/male, 18-30 yrs. S1 hit V1 in the lip & took a different i-phone valued at $200 & V1’s wallet. Suspects removed $160 from the wallet, which was the money V1 brought to pay for the new phone. V1 stated he hung around with S1 & S2 in the past & could not believe they did this. V1 refused medical attention. Suspects fled on foot.

V1/female, 28 yrs, stated unknown S1/male, stole her vehicle keys out of her hand at a party. S1 then took the vehicle which is registered to V1’s mother, O1. As S1 drove off, V1 attempted to get into the car & was dragged. S1 then struck V1 & attempted to push her out of the moving car. S1 lost control during this time & crashed into a pole. S1 fled from the vehicle & V1 was injured. V1 was transported to the hospital for a possible broken nose. The vehicle was held for the Robbery Unit to obtain possible fingerprints.

Officers responded to a Robbery of Person & met V1.male, 47 yrs. who had a severe laceration (6-7 inches) across his chest. A Spanish-speaking officer arrived & translated for V1. V1 stated he saw 2 unknown males, 23-25 yrs, walking towards him. As V1 attempted to go through his garage he was grabbed by the suspects who demanded money. V1 could not understand what they were saying as his English is limited. S1 took out a knife & cut V1 in the chest. S1 continued to demand items while S2 went through V1’s pockets. Suspects took V1’s i-phone valued at $350 & a $100 bill. Both suspects fled on foot. V1 was transported to the hospital via ambulance for treatment of the chest laceration.

V1/male, 64 yrs, was in a bus shelter at the above location when he was approached by 4 teenage male, 16-18 yrs.. When V1 stood up after looking at the schedule, he was punched in the face. S2 punched & kicked V1, demanding his wallet. V1 did not have a wallet so all the suspects punched & kicked him. V1 attempted to run away but was surrounded by the 4 males who continued to punch him. One suspect grabbed V1’s backpack & dumped out the contents. A vehicle approached the area & the suspects all fled with the empty backpack. V1 had a large lump on his cheek & a 1” laceration. V1 refused medical service though an ambulance responded. Officers transported V1 to a different bus stop to catch his ride home. The backpack is valued at $75.

Officers were dispatched to a Robbery of Person at gunpoint & met V1/female, 26 yrs, as well as W1/female, 20 yrs. Both stated the incident occurred at the above location. V1 stated she was standing at the bus stop when she was approached by 2 unknown males, 18-25 yrs. V1 stated she was on her cell phone & S1 grabbed the phone. V1 grabbed it back & S1 got it back again. A struggle ensued until S1 pulled out a semi-automatic handgun & threatened to shoot V1. V1 gave up the phone & was hit in the back of the head with the pistol. V1 stated the gun went off & the suspects fled the area on foot. W1 confirmed V1’s story. V1 was transported to the hospital via ambulance. Officers checked the incident location for any gun casings, but did not locate any. The phone is valued at $214.

V1/female, 15 yrs, stated unknown S1/male, 20-25 yrs, took her purse & ran into some nearby woods. S1 followed V1 after she got off the bus at 44th & Humboldt Ave N. S1 grabbed V1 around the waist & cupped his hand around her mouth. V1 began screaming & S1 grabbed her purse & fled. Loss included misc ID; $10 in cash; & a cell phone. V1 was not injured. Officers checked the area but did not locate S1.

14XX Plymouth Ave N Tuesday 8/27/13 1128hrs 13-281561

Officers responded to this location on a Domestic (under a separate case number) & arrested AP1/male, 21 yrs, for Disorderly Conduct in THIS incident (13-281561). At that time, officers received information that a friend of AP1 had a gun in his backpack & was standing in the parking lot of this address. Officers apprehended AP2/ male, 20 yrs, & recovered a .22 Beretta automatic handgun in his backpack. AP1 was cited & released for Disorderly Conduct. AP2 was booked in HCJ for PC Weapons.

13-294267: Anonymous caller observed AP go into a home at 27XX Colfax Ave N. AP had a duffel bag full of stolen items & fled when he observed officers. AP1 jumped a fence & ran into an officer. Loss recovered. AP1 booked in HCJ.

13-305425: Officers responded to the report of a female on the Camden Bridge, preparing to jump. Park Officers working nearby were able to grab the female as she was outside the railing & bring her to safety. Other officers arrived to assist.



13-294576: A Juvenile male was arrested & interviewed at 4th Precinct Investigations. Officers were able to tie this suspect into a total of 6 burglaries. The juvenile has been charged on 2 cases thus far & more charges are pending.



13-300331: Officers responded to a burglary in progress & located 2 female suspects a few blocks away. Witness & victim positively ID’d both females & they were interviewed at the 4th Precinct before being booked in HCJ.



13-302586: Officers located an occupied stolen motor vehicle at Lowry & James Ave N. AP1 was booked in HCJ for PC Auto theft. The vehicle was released to the owner.

13-309715: Officers received information that a wanted felony suspect was hiding at 2XX Humboldt Ave N. Officers secured the perimeter & the suspect initially tried to leave the house but stayed inside. A search of the house was conducted & K9 located the suspect. Suspect was booked in HCJ.



13-310507: Officer observed 2 suspicious males in the alley 29th-30th, Newton to Oliver, & discovered one had several rocks of crack. Party was booked in HCJ.



13-314708: Officer conducted an attempt PC Pick-Up at 39XX Fremont Ave N & learned that AP1 was driving a stolen motorcycle with different plates on it. Officers observed the motorcycle in an open garage. AP1 came outside & the motorcycle was confirmed stolen. AP1 booked in HCJ.

ShotSpotter testing tonight in Minneapolis



September 23, 2013 (MINNEAPOLIS) The MPD will be conducting a calibration test of ShotSpotter technology tonight, Monday, September 23rd in Minneapolis. Testing will occur at approximately 7:00pm in the 4th Precinct, Folwell neighborhood and at 8:15pm in the 3rd Precinct, Central neighborhood.

Calibration tests are done periodically to increase the effectiveness of the gunfire detection system. 25-50 shots will be fired tonight during the testing. The calibration requires officers to live-fire handguns in predetermined locations that will allow for maximum effectiveness of the system. A bullet trapping system is utilized that is designed to safely absorb bullets fired at a very close range. All firing will be done by our range officers in a very controlled manner, designed to assure the highest level of safety.

911 and patrol staff are aware of the testing and this test will not impact 911 calls or patrol response. There is no media availability.

13-315934: Officers were dispatched to a stabbing at 33XX Humboldt Ave N & learned that AP1/adult male, stabbed one of his adult daughters in the leg & punched a second one. AP1 was booked in HCJ for PC Domestic Assault 2.

13-323667: MPD received a request from an agency in Wisconsin to locate a stolen i-phone. Officers did a “knock & talk” in the area where the phone “pinged.” Officers later responded to a disturbance & stopped a car where an occupant gave a false name. AP1/adult female was arrested & the stolen i-phone, along with several others, was recovered. AP1 was booked in HCJ & the phones were property inventoried.

I noticed that too....there was a spat with the release of crime stats in excel (or some other format) because 3rd parties were dissecting the info and possibly the MPD was not looking so good in the analyzed data.

Who do I gripe to about this? Officer Palmer?

Before Sept 11 they used to televise the weekly meeting of the 5 precinct captains and the chief and held them in the City Council chambers where video was already set up. it was a fascinating glimpse into the inner workings of the police...and painted them in a very favorable light....

You could see where they called for directed patrols in certain areas and that they could track where vehicles were stolen and then recovered ...for instance they were tracking where Hondas and Toyotas were stolen and then dumped after they had been stripped of valuable parts.

If anyone knows who in the city to complain to I'd like to know.

13-338576: Officers noticed a person lurking around the front of the store at 31st&Lyndale Ave N. When officers tried to talk to the party, he ran. Party was apprehended & it turned out he had a Felony & Misdemeanor warrant out of Hennepin County. Party booked in HCJ.

13-341344: Officers responded to the report of 3 suspicious parties possibly attempting to break into a vehicle. Officers observed the 3 parties get on an MTC bus. Officers were able to confirm that they tampered with a vehicle & stopped the bus. The 3 suspects were apprehended & brought to JDC & then to the Supervision Center.

13-333811: Officers stopped a vehicle for a traffic violation. AP1 was cited for DAS. AP2 gave a false name, but was found to have 2 outstanding felony warrants out of Wisc. AP2 booked in HCJ.

UPDATE: Man arrested and charged with murder



October 15, 2013 (MINNEAPOLIS) Ron Christopher Powell, dob 4/4/71 has been arrested and charged with three felonies: Murder in the Second Degree, Assault in the Second Degree and Prohibited Person in Possession of a Firearm. Powell was arrested on Friday, October 11, 2013 at 8:30pm in Fargo, North Dakota and is in custody in North Dakota.

From the criminal complaint, Anthony Orlando Collins, assault victim (victim 2) in this case, had previous altercations with Powell. On the night of August, 8, 2013, Collins was celebrating his birthday at Champions Bar, 105 West Lake Street when he saw Powell. Collins walked up to Powell and began punching him. Powell fell to the floor, pulled out a gun and fired three shots. Mark Anthony Stephenson, dob 12/24/61, died at HCMC after being shot in the femoral artery. Mark Stephenson did not have any connections to Powell or Collins. The criminal complaint is attached.

One wounded, one deceased after shooting in bar

August 8, 2013 (MINNEAPOLIS) Shortly before 12:30 this morning Minneapolis Police officers in the Fifth Precinct responded to a report of a shooting inside of a bar in the 100 block of Lake Street West.

Officers were on scene very shortly after the call and found a 51 year-old male with a life-threatening gunshot wound inside the bar. He was taken to HCMC by EMS and passed away this morning at approximately 7:30. Officers later located a second victim at HCMC with a non-life threatening gunshot wound.

No one is in-custody in connection with this incident and Minneapolis Police Department Homicide Unit investigators are assigned to the case. Anyone with information about this incident is asked to call the MPD’s TIPS Line at 612-692-TIPS (8477).

The identity of the deceased and the exact cause of death will be released by the Hennepin County Medical Examiner’s Office.
