Had a couple questions, hope I came to the right place

My experience with handguns does not go beyond 3-5 visits to a gun range and an introductory class to handguns.

In the near future, I hope to purchase my first handgun and if I get comfortable with it I might go for a carry permit.

The laws still have me a bit confused and I'm sure once I search this forum I will get most of my questions answered.

I understand getting a permit to buy and going into a store to purchase a handgun but I am confused about the process when buying a gun online and shipping to an FFL or the process necessary to buy a gun from a gun show.

A. For an online purchase, here are the steps.
1. Find a local FFL and confirm they process internet transfers.

2. Let the local FFL know what is coming and when to expect it.

3. They will have you fill out atf form 4473 page 1 for firearms transaction.
Caution: You can teach someone else to shoot or use the gun, but you must be the actual buyer, do NOT say you are buying for a gift to someone else.
4. They (FFL) will use page 2 to do the NICS and record the name/ID of the ATF contact running your NICS check
5. FFL will keep the paperwork in case they are asked for audit of sales.

B. Gun shows - no paperwork required to buy from a non-FFL private seller, but I recommend bill of sale just in case.

If the seller is an FFL dealer, the same paperwork applies at the gun show as in the store.

Gun shows do not change any laws concerning the sale of firearms in Minnesota.

If you are a firearms dealer (FFL) at a gun show or not, you must fill out a 4473.

If it is a private sale between individuals, at a gun show or not, you do not need to fill out a 4473.

Never had a problem with this. If it is a gift, you are the actual buyer. What you cannot do is take someone's money who is prohibited from buying one and act as an agent buying their gun with their money.

I guess I'll ask my last outstanding question here instead of making a new thread.

My current address is in Saint Paul while my permanent address (on my license) is a Woodbury address. Where must I got to get a permit to purchase? Ramsey Sheriff, Woodbury PD?

Your license needs to have your correct (permanent) address on it as far as I know.

I live in Woodbury - they're quite service oriented - you won't have any issues.
