here are some better pics. at first inspection, the rail does not appear to come off with hand pressure - nor would i expect it too... the mounting pins appear to be peened over on the inside of the frame. i duno, i could be wrong. either way, a few minutes with a dremel or a fine drill and a little patience appears that it would remove it if you wished. about 47 hours to go.
