The previous reauthorization attempt was made by Dianne Feinstein (D CA) as an amendment to the Protection of Lawful Commerce in Arms Act, but was voted down 8-90 in the Senate. The bill protects manufacturers and dealers from being held liable for crimes commited with firearms they sold and was only allowed to pass after Senator Feinstein's amendment was removed.

There's a clause in the current AWB bill that will require all weapons classified as "assaualt weapons" by the bill be marked with the date of manufacture as part of it's serial number. That should stop the worst of those bozos from buying new lowers and selling them as pre-ban.
