I'm still pretty limited in my 3 gun experience, but unless the stage specifies that sort of thing, everyone just fully loads all mags, and shoots till they are dry.

Just had a 2 gun match yesterday where the stage called for loading 10 per mag, but as much as 20 holes on target. I recall one stage a couple years back that had 25 targets(which you generally engage twice). About every other match I attend has some sort of requirement for mag changes.
