AR that isn't legal in MN?

Can anyone explain why this Colt 6920 can't be shipped to MN?

As far as I can tell the barrel length seems fine. Is there some restriction in MN?

I suspect it has to to with requiring a PTP or PTC.

Searching for Colt rifles on their site returns 6 ARs, 3 of which are listed as N/A in MN. All are M4 variants....
An random perusal of their 'tactical defense' rifles shows a preponderance of their offerings to be N/ A in MN.

If it's not a typographical error, I'll be surprised.

Listed as not available in Virginia either.... in a state that doesn't have MN's machine gun and suppressor restrictions, and allows no-permit open carry. :?: :?: :?:

Could it be related to the "Saturday Night Special" gun laws...IE melting point of the metal?

I know there are some .22 revolvers at another store that cannot be sold here in Minnesota for that reason....

Finally got a response to this today.

Hello Jon,

Every state has there own firearm regulations and when our Attorney did the research on every state if there was some "gray" area in the state regulation, to keep on the safe side and not risk breaking the law, we posted it as not available in that state. However, if you know it is legal or have done the research and have a dealer there that is willing to do the transfer then we will ship.

Mr Sheffler,

I am a Minnesota Permit to Carry instructor. It is very much legal for us in MN to purchase and possess your product. Minnesota does not "ban" them at all. What Minnesota does have is a condition on sales.

To purchase an "assault rifle" as defined in the second link above in Minnesota, a purchaser needs to have a valid permit to carry or a permit to purchase. Permit to carry are good for 5 years, permit to purchase are good for 1 year.

If the purchaser has these and an FFL they are working with to complete the transfer, then the sale is just like any other long gun. Completely legal. You are excluding an entire state for no reason.

The dealer/attorney could also be referring to MN Statute 97B.031 which states "no firearm equipped to have a silencer attached" aka threaded barrels. This confuses a lot of people, especially out of state. However this is under the "Hunting" section of the statute books and is basically only "enforced" while the firearm is in hunting use to prevent hunting with a silencer which as I understand it is that statute's spirit or intent. I say "enforced" because I know multiple people who hunt with an AR and multiple Conservations Officers who do not enforce it nor are they aware of it. I have also requested a letter from the Attorney General's office clarifying this as our ARs as do everyone elses have threaded barrels and several firearms are sold with threaded barrels. They stated they do not publish written law opinion but being it is under the hunting statutes they agreed verbally that it would only apply to firearms uses while hunting.
