Almost any good full power rifle will get you to 1000, and the difference between a $5000 1/4moa rifle and a $500 1.5moa rifle is usually lost in the shooters ability and the constantly shifting variables at longer ranges beyond 800m.

So the right answer in my book is whichever damn rifle makes you the happiest, and then go have fun learning long range.

M1, thanks for the thought- true, the difference will likely be lost on me and my own capabilities. I suspect the difference in accuracy between the Tikka and RPR is negligible in my hands.

Don't be too hard on yourself, most people will struggle to hold a genuine 1moa group at 1000yds on command! That's about 11" at that range. I had a Sako TRG-22 in 308 that would occasionally put down sub 1" groups at 300 yards on paper, but I rarely achieved that between my love of coffee, shifting winds, and increasing mirage as the morning wears on. If you like Tikka take a look at their new T3x, I just sold mine in 6.5 creed and in a Mcmillan stock it was a hammer. That rifle in a KRG industries chassis might be right up your alley ;)
